Delighted to see long term vision of comprehensive public transport strategy. Putting pedestrian and cycle journeys at the top of the agenda is crucial to lowering the district's carbon emissions and boosting our health and fitness. Is a danger that the lack of concrete targets means that vision may actually be a mirage. Advocates that all new roads should be matched, kilometre by kilometre by dedicated cycle ways.
Pedestrians neglected members of community in terms of adequate provision yet are the largest numerically.

Regional planning guidance requires L.A.s to improve access and mobility. There is already a detailed knowledge of the Access issues in the district. Future development will exacerbate some of these issues. The Preferred Options Paper, must link new development to improving access and mobility. These requirements must then be detailed in the Draft Core Strategy. There needs to be clarity these infrastructure improvements can be funded by and in tandem with housing and employment land development. Much of this is covered by Part M of the building regulations within buildings, but similar requirements need to be applied to external spaces.

Natural England strongly welcomes the inclusion of this strategic objective. It would be appropriate to reference here the SCS objective relating to the Natural Environment as the quality of life benefits of providing access to the natural environment are well recognised.
