This is clearly nonsense! You are, in effect, saying: "We need to build 600 new houses per year, of which 698 (i.e. 116% !!) need to be affordable".
Statements such as this call into question the credibility of the entire exercise.

7.20 states that "The Local Plan will make provision for 10,800 new dwellings between 2011 and 2029 in three phases" this equates to 720 per annum.
The requirement for affordable housing states that a recent housing needs survey indicates a requirement for 698 affordable houses per annum...whilst I accept that house prices are generally high we cannot have a requirement for 97% of houses built to be affordable.

The Preferred Option housing requirement of 600 homes per annum is lower than the affordable housing need and therefore the Plan will not meet the need for affordable housing. The housing requirement should be increased to 17,500 which would be in excess of the affordable housing need. If needs are not met, the poorest in society will be further marginalised.
