Crynodeb o'r Gynrychiolaeth:

I cannot see how the development proposed for Blackdown can have 40% affordable housing. The rates are extremely high in Leicester Lane, and young people cannot even afford houses in poor areas of town. Developers will want to keep their profits and banks are unlikely to lend to housing associations because of the problems aring from the sub-prime market.

Crynodeb o'r Gynrychiolaeth:

Any development would require 40% social housing. This percentage is excessive and I do not believe there is a requirement in Norton Lindsey for any more social housing

Crynodeb o'r Gynrychiolaeth:

The Blackdown area has very high rates and as such is not an ideal location for affordable housing. Once the house has been sold once at a discounted price it will revert to market values and be priced outside 'affordable' housing.

COMMENT

We acknowledge that in developing the preferred option for affordable housing the Council has had regard to an addendum to the AHVA which we understand was issued in May 2012. Unfortunately we have not been able to locate this document on the Council's website and thus are only able to comment on the suitability of the policy having regard to the other evidence base documents.

Crynodeb o'r Gynrychiolaeth:

There is evidence in the Council's viability study that setting an affordable housing rate of 35% would appear to be more appropriate than 40%. Work on viability has also not factored in appropriate building standard costs; renewable energy costs; biodiversity and flood mitigation costs. The previous work on viability has also not taken account appropriate BCIS external and landscaping costs. The site acquisition costs are also too low and the planning gain package too modest. These factors together do not support the assertion that either 35% or 40% affordable housing is viable.
