Crynodeb o'r Gynrychiolaeth:

I wish to support the proposal for regulating student HMOs. Control is necessary if WDC is to achieve the new Plan's key aims of sustainable communities and choice of housing. Restraining over-concentration of student HMOs will be in the interests of both students and established residents.

Crynodeb o'r Gynrychiolaeth:

Norton Lindsey does not need 30-80 new houses to sustain the existing community spirit and vibrancy - many young families have moved to the village over the past few years and although the school is not oversubscribed with children from the village, this coming year's intake is the first time in memory that there will be more children from the village than outside the village (and it looks as though there will be many village children going to the school in the next few years). This is evidence that we don't need new development for village regeneration/sustainability.

Crynodeb o'r Gynrychiolaeth:

From para 7.59 it is not clear whether the locational policy is being proposed as SPD. This policy should not be SPD but be tested and implemented through a development plan document and be subject to independent scrutiny.

The 'tipping point' policy used by some LPAs for Article 4 direction is an assertion by the National HMO Lobby and should not be used as the basis for planning policy. Such important decision must be based on susbstantive, objective empirical evidence of local problems.
