As long as the new development is in sympathy with the existing housing, this is a sensible option.

The Current Council offices are in one place which seems sensible, plus it has adequate parking- what is the argument for changing this - ie where would the Council be housed so its all in one place again. If the plan is to move them into separate offices then why not convert those into houses. If the premises are too large then why not sub rent some of it to voluntary sector organisations?
