The attempt to control the density of HMOs is good but must be extended to Kenilworth and Warwick as well or it will shift the problems there - stop it before the problem occurs.

I feel the figure of 10% is much too high. In Brunswick ward we are already too full of HMOs, and there are some concentrations of HMOs which are hugely detrimental to the amenities and comfort of more settled residents. If the council is not prepared to refuse applications in these areas, at least for a time - and that would be my preferred option - a cap of about 3% or 4% would be more appropriate than 10%.
