The EXCEPTIONAL CIRCUMSTANCES required by the National Planning Policy Framework to remove the land North of Milverton from the Green Belt have not been demonstrated by Warwick District Council.
Precedence for releasing land from the Green Belt requires the "value" of potential sites to the Green Belt to be taken into account and those with the least value to be removed from the Green Belt first. WDC, in cooperation with Coventry City Council, has assessed sites on the edge of Coventry as being of lower Green Belt value.

The exceptional circumstances to remove the land North of Milverton do not exist. Housing for Coventry should be located closer to Coventry on lower value green belt sites if alternative non green belt sites cannot be found. Housing for Leamington should be located on alternative non green belt sites. The proposed park and ride scheme and railway station are impractical.

Housing for Coventry should be located closer to Coventry on lower value green belt sites if alternative non green belt sites cannot be found. Housing for Leamington should be located on alternative non green belt sites. WDC has previously acknowledged that the exceptional circumstances to remove the land north of Milverton to meet Leamington's housing need do not exist. The proposed park and ride scheme is too close to Leamington and will not be used. The railway station is impractical.

The Green Belt must be retained to safeguard the environment and provide Leamington residents with areas for outdoor pursuits.
Alternative lower value green belt sites around Coventry should be used because using the Green Belt north of Milverton would require major new infrastructure to provide roads, schools, shops etc as the site is too far removed from existing urban areas to reasonably expect people to use. Hence more traffic, more congestion, more pollution instead of a highly valuable green space.

the 'exceptional circumstances' required to justify the removal of land at Old Milverton from the Green Belt have not been met. There is alternative land of less 'Green Belt value' available nearer to Coventry and it is therefore more appropriate t5hat this should be used to meet Coventry's housing needs.

The land North of Milverton should remain in the Green Belt
The development proposed on the land north of Milverton should be reallocated to alternative sites closer to Coventry which have a lower "Green Belt" value and are capable of delivering the required housing.

Exceptional Circumstances are required by the National Planning Policy Framework to remove the land north of Milverton from the green belt. These circumstances have not been demonstrated by Warwick District Council.
Coventry City Council has requested neighboring councils assist them in meeting Coventry's housing need by providing land for housing on land adjacent to Coventries boundaries.
The proposed use of this green belt land, on the boundary of Leamington's built up area, does not meet Coventry Council's request for land on the boundary with Coventry.

Exceptional Circumstances required by the National Planning Policy Framework to remove land from the Green Belt have not been met.
Housing for people in Coventry should be built in Coventry to avoid extra commuting, congestion and road building.
Lower Green Belt value sites have been identified on the edge of Coventry.
The green buffer between Leamington and kenilworth needs to be maintained.
Farmland, natural wildlife habitats and local outdoor leisure space will be lost forever.

* The EXCEPTIONAL CIRCUMSTANCES required to remove the land North of Milverton from the Green Belt have not been demonstrated by Warwick District Council.
*it is unlikely that people who want to live and work in Coventry will buy houses on land North of Milverton and therefore this development proposal will not support Coventry's housing need.
*There are sites with a lower Green Belt value that should be used in preference to the land north of Milverton.
* Prime farm land will be lost with ecological damage.
* The green lung between Leamington and Kenilworth will be less than 1.5 miles.

The plan is unsound because areas of lower greenbelt 'value' has already been identified by WDC and CCC near Coventry and should be used first in line with best planning practice. The 'exceptional circumstances' required by the National Planning Policy Framework to remove the green belt land to the north of Milverton have not been demonstrated by Warwick District Council.
The proposed park-and-ride scheme is unnecessary. Research across the country shows that they don't get used by enough commuters to have any meaningful impact on traffic congestion.

WDC has not demonstrated the required NPPF Exceptional Circumstances for removing this land from Green Belt.
More sustainable lower value Green Belt land nearer to Coventry should be removed before this higher value, less sustainable site.
Supporting infrastructure must be provided for any development.
Housing densities should be maximised on urban sites
There are better sites closer to Coventry to support it's housing need.
Development on this land causes loss of productive farm land, wildlife habitat, & recreation.
Park-and-ride proposal is unsustainable due to poor location & no dedicated buses.
Railway station is unviable; it's single track and in a deep cutting.

EXCEPTIONAL CIRCUMSTANCES to remove the land North of Milverton from the Green Belt and allow development don't exist
To meet Coventry's housing needs, sustainable sites closer to Coventry should be used in preference to reduce commuting, congestion and road construction. People who want to live and work in Coventry will not live in Old Milverton.
For Leamington's future housing needs, alternative green field sites, closer to employment should be used in preference.
The park-and-ride scheme is unsustainable

Warwick District Council is exceeding its legal authority by fulfilling another area's housing needs instead of representing those who live in the area. This is unlawful and could be struck down by judicial review. Moreover, it is unlawful for Warwick District council to use its resources to fight such a case on behalf of another authority.

The consultation has been wholely inadequate.
The traffic flow into Leamington from Coventry is at dangerous level during peak times - A46 onto Kenilworth Road. Further traffic will congest the A46, leading to stationary traffic, potential accidents.
The proposals intent is for financial gain and not housing needs of Coventry. The house pricing will be excessive to the mean annual salary in Coventry. When adding on transport costs, it will lead to a net pricing structure which will dissuade any Coventry residents wanting to move to this location. This therefore does not meet the needs of Coventry residents.

The proposed modifications in the local plan to meet the needs of Coventry is not within the area where the need arises
It does not identify and use land of lower grade green belt land which should be used in preference to high grade agricultural land
It takes no account of the role of the area in providing a recreational and educational space at a time when the increase in disease and illness clearly shows that facilities for exercise and relaxation are important for all ages
No exception circumstances have been demonstrated that warrant the removal of high grade land from green belt

The exceptional circumstances required by the National Planning Policy Framework to remove the land North of Milverton from the Green Belt have not been sufficiently demonstrated by WDC.
In reality the plan does not support Coventry City Council's housing needs.
Less valuable Green Belt should be taking into account first.
It will reduce the Green Lung between Leamington and Kenilworth.
The environmental and social consequences of the modification would be
extremely damaging and irreversible

the plan does not take into account numerous lower green belt value land closer and within Coventry boundaries . the plan is unsound as more pollution will be generated from commuting.
Peak traffic is almost already at a standstill, this proposal does not take this into account
Th area is productive farmland , I suggest looking at developing the huge areas of brown field sites in the area before cutting huge areas of green belt land.
Th green belt was put in place to prevent developments such as the one proposed
