The SPD makes an allowance for viability arguments to be put forward, where the level of developer contributions would render a project unviable. In these cases, an Economic Viability Assessment (EVA) can support a proposal and contributions can be negotiated. This approach is welcomed.

SPD should stipulate that Neighbourhood Plan policies are not expected to seek in excess of the Local Plan policy requirement, and that any that do must be the subject of a neighbourhood plan viability assessment.
