Student Accommodation will only provide surveillance at certain times of year. If community ownership is needed, then true residential should be favoured over PBSA.

PBSA's do not give year round surveillance. If surveillance is the true reason for development then true residential developments will offer better coverage and incorporate the canal into the community to a greater degree.
