It is not clear to us why this element of the DPD have been included. For example, although Section 7 discusses the freight potential of canals, it simply concludes that this is unlikely to be realistic and no policies relating to this matter are included. It therefore does not achieve any purpose.

Any proposals for freight movement have to be considered and assessed by the Trust as Navigation Authority to determine their appropriateness and compatibility with the existing leisure uses on these waterways.
