Crynodeb o'r Gynrychiolaeth:

It is noted that this policy confirms that community facilities and services contribute to the sustainability of communities, and that planning policies and decisions should enable the retention and development of accessible local services and community facilities.

In the case of our client's land at Bedlam’s End, Baddesley Clinton (site ref: 490) and Springfield Farm, Harbury (site ref: 491) these have the potential to help sustain and justify the expansion of local services.

Crynodeb o'r Gynrychiolaeth:

The wording of the policy does not encourage the development of accessible local services and community facilities and therefore its remit should be broadened appropriately. This is particularly important in situations where community facilities or lack thereof may be restricting other development opportunities. In the case of Site 515, this has the potential to be used for the expansion of the village primary school, which could potentially support housing development in the local area, so encouragement of same, be that by appropriate policy wording, an allocation and/ or an inset from the Green Belt should be considered.

Crynodeb o'r Gynrychiolaeth:

It is important to protect community facilities of the kind listed here. In addition to their intrinsic value as amenities, if they are not maintained, people will have to travel further to access them, leading to increased emissions, especially from driving.

Crynodeb o'r Gynrychiolaeth:

You must be more specific about actively marketed so that such marketing is seen by the local residents. As drafted, it would be possible to market open spaces and thus satisfy the criterion without local residents knowing about it. In the case of similar facilities accessible to the local community, the proximity of the locals who currently use the facility should be taken into account when comparing the "similar facilities". Generally, young children, old people and the disabled cannot travel far so would be at a disadvantage.

Crynodeb o'r Gynrychiolaeth:

The policy should cover not only protecting existing community facilities but also providing all of them (local shops, meeting places/village halls, medical facilities, sports venues, open space, cultural buildings, pubs and places of worship) as necessary infrastructure for New Settlements BEFORE house building commences. They cannot be left as an afterthought.

Ymatebydd: Cotswolds National Landscape Board

Crynodeb o'r Gynrychiolaeth:

The Cotswolds National Landscape Board agrees with the approach laid out in Draft Policy C.
In fulfilling its two statutory purposes the Board has a statutory duty to seek to foster the economic and social well-being of local communities within the CNL.28 Protecting community facilities is an essential component of achieving this.
The approach laid out is consistent with Policy CE15 of the CNL Management Plan, which states that ‘priority should be given to maintaining and enhancing local community amenities’.29

Ymatebydd: Sport England

Crynodeb o'r Gynrychiolaeth:

Sport England notes the inclusion of sports venues within the policy and consider that this should instead be covered within the remit of a revised Policy 44 Outdoor Sports and Leisure.
This is on the basis of Policy 44 replicating in part NPPF paragraph 104 with national policy referring to sports and recreational buildings, which covers sports venues. An example of this is Coventry Stadium Appeal Ref: APP/E3715/W/23/3322013 with the Inspector assessing the proposed loss of the site for residential development and sports provision against NPPF paragraph 103 (now 104). At the appeal it was agreed that viability did not form part of any consideration as to whether the proposal would meet NPPF paragraph 103.
