I think it is essential that these proposals are put into practice. There is a climate emergency.

Newt Zero Carbon is the most important part of the South Warwickshire Local Plan. It should take priority over all other considerations.

However, I suggest that the council needs to do more in the development of knowledge and understanding of developers, as well as hold them to account in the designs.

Climate change is only going to get worse and any figure used in any calculation is likely to be unreliable. Investment to deal with climate change pushes any option into being unviable and therefore never included leaving the customer out of pocket and the developer in profit.

Radford Semele Parish Council urges the District Councils to insist that all new builds install
rooftop PV generation so as to deliver the renewable energy requirements in the most cost
effective and environmentally sustainable way.
The criteria for the consideration of solar farms and wind farms should be amended so that
there is a greater emphasis on the consideration of visual and landscape harms, the
protection of productive agricultural land and the social and amenity value of open spaces
and footpaths.’

We welcome the comments relating to housing, however we would like to see more reference to how future climate resilience and what adaptive measures could be considered for both new and existing transport system infrastructure.

Yes, in particular I support the aim for Net Zero in operation to be a requirement. Reaching the best practices outlined in the chapter will require robust, independent viability assessments, to avoid the more ambitious targets being dropped in practice.

The text for Draft Policy K appears to be incomplete.
There are long term concerns about SuDS, already mentioned but not yet addressed. This concerns long term responsibility for maintenance and liability where the scheme is part of public open spaces, usually including children’s play areas. Developers should be required to post a financial guarantee (bearing in mind they may have avoided significant capital outlay for Public Utility reinforcement) which can be drawn down in the future (regardless of the developer’s commercial and financial existence) for any major repair

The thrust of this chapter, which aims for climate resilience and zero carbon in the plan area is in line with national policy and targets. Some of the figures and requirements, however, along with the wording of some of the policies are considered to be unsound, as set out in the above responses. In particular some policies will need to be evidenced for feasibility, and all will need to be viability tested

I support but once again stress the importance of not blighting areas with ground mounted solar pv simply because of grid capacity or other factors. The whole area of South Warwickshire is our heritage, save the earth but not at the expense of great swathes of industrial scale blue black panels. that is not a result.

All new builds should be required to install rooftop PV generation in order to meet renewable energy requirements in the most cost effective and environmentally friendly way.
The criteria for the consideration of solar farms and wind farms should be amended so that there is a greater emphasis on the consideration of visual and landscape harms, the protection of productive grade 3b agricultural land and the social and amenity value of open spaces and footpaths
