Something Brussels was doing in the 1970's (accessible ducting and chambers). Astonishing that I bought a house constructed in 2008 that had no fibre optic Broadband installed - St Albans had it in the mid 1990's we got it in 2024 having asked for it from 2015 -'working from home'!! No new housing should be built with out full fibre connections as basic today as a landline in the 1960's.

There is no infrastructure to facilitate local living, it's nonsense to think people will fit into this plan.

I would recommend over specifying conduits for power/data/telephony, as it is amazing how quickly they can be used up and/or found necessary for longer network routes. Sharing assets is a good idea at first glance, though there is the question of liability if workers from one utility mess up services delivered by another when working on shared assets, especially using third party contractors.
It might also be worth while considering duct routes placed in pavements/cycle ways instead of under roads, to minimise disruption during road works, and reduce the cost of access covers (bikes weigh less than HGVs!)

Totally agree the importance of smart tech to support infrastructure. You need to benchmark how it is done in China…

‘The necessary technological infrastructure should be installed upfront not after the occupation of the development.’
There should be a review of smart city technologies in a wider context of the benefits this could have for the overall communities.

The plan aims to expand EV charging points, but questions remain about their interoperability with networks in adjacent areas. A concern is whether a consistent payment and access system will be implemented across regional borders. Private sector investment may be necessary to ensure sufficient coverage, incentives needed to attract business and prevent charging gaps travel corridors.
Overall, concerns from a highway perspective centre around how South Warwickshire’s plans impact traffic, public transport, and freight movement beyond its borders. Cross-boundary coordination on policy alignment, and any CA shared infrastructure projects will be integral in mitigating any unintended consequences that may arise.

The provision of services in an area should not cause adverse impacts to existing residents and businesses in the area. In particular slow download speeds and service interruptions / outages can be expected to increase with additional demand placed upon those networks; existing residents and businesses in the area should receive a higher standard of service as a result of development.

The policy should align with NPPF Paragraph 119, which requires planning policies to support the expansion of electronic communications networks, including next generation mobile technology (such as 5G) and full fibre broadband connections. It also emphasises the importance of access to high-quality digital infrastructure, and how it is expected to be delivered and upgraded over time. Furthermore, the Local Plan should ensure that any additional requirements do not introduce unnecessary duplication or impose obligations beyond national planning policy and legal frameworks, which could hinder the viability of sustainable development.
