The basis on which affordable housing is delivered must be clearly evidence based so the best option is dependent upon the evidence and the spatial distribution of housing. However, in general terms it is likely that the Plan area is too broad for a one policy fits all approach and the HEDNA evidence clearly supports this suggesting a higher level of need in Warwick District than Stratford. We consider a more localised approach would be too complex to assess and administer and therefore option 2b is likely to deliver the right balance.

We would support a policy addressing the specialist needs for older people in principle subject to a robust evidence base demonstrating need.

The unmet needs arising from within Birmingham should be agreed via a Memorandum of Understanding and allocations made to meet the unmet needs within Part 1 of the Local Plan dealing with strategic policies.

We agree that South Warwickshire needs to contribute towards meeting the housing needs of the Coventry and the Birmingham and Black Country HMA. A joined-up approach is required by all the Local Planning Authorities to agree the scale of shortfall to be met by each LPA. Spatially this need should be located as close to the authority where the need arises, or at the very least, in sustainable locations that are accessible to where the need arises. The development around the south of Warwick is a good example of how Warwick District Council has sought to meet the needs arising from Coventry close to Coventry. It may not always be practical to do that, for other reasons, but it would be in appropriate and unsustainable to locate the needs of neighbouring authorities far away from where those needs arise.

Issue H3: Providing the right size of homes - We accept option H3c. However, if the Council does decide to adopt space standards this must be a standard policy to ensure a level playing field and be evidenced and justified.

We support a carbon offsetting approach to new developments where it is not possible to achieve net carbon zero requirements on site, provided that any such approach is consistent with national policy. AC Lloyd as a business is fully committed to helping to reduce its carbon footprint by developing in sustainable locations and increasingly more energy efficient buildings together with renewable energy technologies at the heart of our current product development.
