yes, but we need to insist that infrastructure is put in place before housing, in the last 10 years it has usually been the other way around and the cumulative impact of development is rarely considered.

yes it is very important that this is done and before major developments happen.

Self-build policy should not be a way to get around usual planning and housing allocation decisions. It also clearly needs to meet a local need and not those of other parts of the country.
