BAL extends its support for the SWLP Vision, which embeds the principle of a “well-connected South Warwickshire”, to promote both physical and digital connectivity in accessible locations across the region. We support the corresponding proposed strategic objectives, including Objective 3 (Providing infrastructure in the right place at the right time), Objective 4 (Developing opportunities for jobs) and Objective 11 (Connecting people to places), which together address delivery of transport infrastructure and job creation within the region. Proposed Strategic Objective 9 (Enriching the tourism potential) is also strongly aligned with our ambitions for future operations, as set out below. Moreover, we support the chosen Spatial Growth Strategy “Sustainable Travel and Economy” to deliver these objectives and accommodate sustainable development across the South Warwickshire area up to 2050.

We are pleased to see the Councils are looking to accommodate up to 54,700 dwellings across the 25-year plan period in line with the 2024 National Planning Policy Framework (NPPF) Standard Method. Additionally, we support the proposal to identify the upper threshold of 125 hectares of employment strategic sites. New housing and employment development of the capacities proposed in the SWLP will support Birmingham Airport’s growth aspirations by introducing additional potential customers to the region, with the Airport also functioning to boost physical connectivity to proposed strategic employment sites for those potentially outside the region.

South Warwickshire is identified as the gateway to the West Midlands and that businesses are well placed to capitalise on the economic opportunities within this region. Birmingham Airport is a key economic accelerator for the Midlands region, providing the connectivity that our thriving businesses need to trade, export and secure investment. South Warwickshire’s vicinity to Birmingham Airport allows businesses to benefit from this existing connectivity and they will benefit further from our ambition to grow our route network to provide greater network choice.

BAL supports “Draft Policy Direction 5 – Infrastructure Requirements and Delivery” which sets out the particular requirement to be consistent with and contribute to the implementation of key regional transport strategies including the West Midlands Rail Executive Rail Investment Strategy and the Warwickshire Rail Strategy, which seek to coordinate delivery of regional public transport. BAL supports the Councils’ ambition to enhance the rail network between Coventry and Leamington Spa and enhance services on the rail corridor from Warwick / Leamington Spa to Nuneaton via Coventry.

Therefore, when considering these, the Councils need to review the Airport’s Tall Building Policy and to determine how this may impact any proposed development within these areas. It is also requested that reference is made to aerodrome safeguarding and statutory consultation with the Airport within corresponding policy requirements and pre-application advice guidance, should this strategic location be carried forward within the Regulation 19 version of the SWLP.
