Do you agree with the approach laid out in Draft Policy Direction 6- Safeguarding land for transport proposals?

I would broadly support the intention of this policy but once again, the proposals tend to focus on strategic highway proposals when the ambitions within the plan are to move to other more sustainable modes of transport. The decision to simply safeguard the restoration of the railway link from Stratford to Honeybourne through Long Marston ought to be much stronger when a previous commitment by Cala Homes to re-open the railway doesn’t appear to have been delivered. The expansion of the Long Marston new settlement ought to make the restored railway a pre-requisite of future growth. The Warwick and Leamington ‘Park and Ride’ plans are welcomed.

Now that the Government has changed the policy position on green belts, it is important to build on the Stage 1 Warwickshire Green Belt Review to deliver a Stage 2 Green belt Review to look at the new criteria for changing green belt boundaries and providing some ‘grey belt’ sites in villages which do not serve the key purposes of GB – such as coalescence, preventing urban sprawl and protecting historic towns. This should set the context for the release of some smaller sites in villages, such as Offchurch, where the green belt doesn’t serve a green belt purpose.

This heading is an important objective, but the content of the SWLP does not entirely live up to the objective. As the opening to section 5 suggests, the plan needs to allow for the diverse needs of all our residents – including families, students, the elderly and people wishing to self-build. But there is also a need to cater for people spatially where they wish or need to live – rather than in new settlements remote from their established communities. There is a definite emphasis within this plan of avoiding existing villages for fear perhaps of stimulating political pressure.

It may be a laudable aim to strive to achieve the ‘right size of homes’ but the NDSS standards apply to all builders and therefore arguably do not need to be spelled out in Local Plans. If authorities wish to enlarge room sizes within new homes (currently some of the lowest in Europe) then they need to understand the tensions created by their parallel desire to achieve ever higher densities. Similarly, new Government requirements for 10% Biodiversity Net Gain (expressed in the SWLP) mean that greater proportions of existing sites need to be given to Biodiversity and public land – leaving private gardens ever smaller. (The policy makers within the SWLP need to examine and acknowledge the conflicts within the different policy directions).

Do you agree with the approach laid out in Draft Policy- B- Providing Custom and Self Building Housing Plots?

I would welcome the emphasis given to self- building in providing wider options for home buyers. I also welcome the desire to allocate small allocations and unallocated sites – but not simply as part of large sites. Self-builders do not tend to wish to live on large strategic sites – nor do they naturally fit within large ‘industrial scale’ housing schemes. Furthermore, the building styles, construction methods, timescales and working hours do not correspond between the two. This approach seems merely to be a simple way of accommodating large numbers of self-build homes to demonstrate they are meeting their register requirements. The Councils need to think again and allocate a large number of smaller sites in places more suited to self-builders. This policy needs to be re-written.

The Government will introduce Future Homes Standards in due course and this will determine the blueprint for developers and builders to follow. The Draft Policy Direction 22 appears to go well beyond this in setting different and tougher standards without any clear justification – although the criteria listed in the policy are helpful in general terms. Has any liaison taken place with builders’ representatives on this topic?
