Proposed highway improvements focus on increasing capacity to manage congestion and support future growth. While beneficial, increased road capacity can actually lead to higher car usage, which could contradict sustainability goals. A key concern for neighbouring areas is whether traffic impact assessments have been conducted to avoid shifting congestion to external road networks. How will any resultant roadwork disruption be minimised during construction and what agreements will be established for any cross-boundary infrastructure.

The plan places strong emphasis on sustainable transport, and seeks to encourage walking, cycling, and public transport use to reduce car dependency. However, it is unclear how active travel routes will connect with those of neighbouring authorities, and whether bus services will be coordinated across boundaries. Would also be prudent to outline how long-distance commuters will be incentivised to switch to sustainable modes.

The plan also seeks to enhance public transport through better bus and rail services, but its success will depend on regional integration. Are transport operators suitably engaged and committed to providing cross-border services, and how will rural areas be effectively served.

Freight and logistics are addressed by proposing more efficient movement of goods while mitigating local impacts. However, coordination with neighbouring authorities is crucial to ensure that HGV routing does not displace congestion onto unsuitable roads outside South Warwickshire. They will need to ensure conditions such as weight limits as well as enforcement measures are aligned across jurisdictions. Would be interesting to know whether freight consolidation centres are being considered to reduce last-mile HGV traffic as they have been in neighbouring authorities.

The plan aims to expand EV charging points, but questions remain about their interoperability with networks in adjacent areas. A concern is whether a consistent payment and access system will be implemented across regional borders. Private sector investment may be necessary to ensure sufficient coverage, incentives needed to attract business and prevent charging gaps travel corridors.
Overall, concerns from a highway perspective centre around how South Warwickshire’s plans impact traffic, public transport, and freight movement beyond its borders. Cross-boundary coordination on policy alignment, and any CA shared infrastructure projects will be integral in mitigating any unintended consequences that may arise.

In relation to sites F1, F2, F3 and G3, we would particularly stress that the challenges associated with any new station proposal between Leamington Spa and Banbury are likely to be significant. Currently only the only passenger trains on this route are long distance services provided Cross Country or Chiltern Railways’ Birmingham to London trains. There is highly unlikely to be a positive strategic, economic or business case for stopping such services at a new local station.

In relation to site E1 it should be noted that, in addition to a positive business case, any reopening of the railway between Stratford and Honeybourne would require an affordable solution to reinstating the line through Stratford itself and be dependent on as yet unfunded upgrades to the North Cotswold Line between Oxford, Honeybourne and Worcester.
