Additional land should be identified in Henley in Arden.
The settlement has historically been constrained by Green Belt and for a large main rural service area should be accommodating more growth.
Land at New Road Henley can compliment the proposed allocation and afford many planning benefits including a comprehensive approach to movement; greater accessibility to the station; additional housing; station parking; a more comprehensive approach to a new long term Green Belt boundary; affordable housing; market housing; additional population in a location where residents can sustainable access and help sustain town centre facilities using the existing footpath network.

The plan should be even more encouraging of allocating locations for growth where it can access railway stations such as the example being promoted by Summix at Henley in Arden which is immediately adjoining the town's railway station and could offer improved access to it by sustainable means and parking for those travelling from the rural hinterland.

It is submitted that the policy should go further in directing growth to genuinely sustainable locations such as the land at New Road Henley in Arden which is already sustainable without the need to introduce significant infrastructure. This is an example of a location capable of delivering sustainable growth in the short term in a location that is extremely well connected to the town's railway station (footbridge and paths already exist) and the land can contribute directly to the delivery of sustainable development. Increased focus should be given to prioritising sustainable patterns of development.

Strategic allocation SG23 to the North of Henley in Arden would be made more sound by expanding the draft allocation to include additional land at New Road Henley in Arden to the west of the town being promoted by Summix HIA Developments LLP.
A larger allocation for the town would enable a more comprehensive development for the town; a more comprehensive new Green Belt to be defined; increased housing including affordable; increased access to the station; more viable delivery of strategic infrastructure; better options for sustainable movement and reduction of town centre congestion and more population in a sustainable location.

In order to deliver sustainable housing growth the SWLP requires a range of allocation types to meet its growth numbers. New settlements have their place in helping the area meet its housing needs. However, it order to not be overly reliant on one particular typology of spatial strategy the new settlements should be complimented by some sustainable urban extensions of existing towns and some development in sustainable villages. Summix submits that additional growth in Henley in Arden adjacent to the existing railway station would help the Councils meet their future housing needs sustainably and reduce reliance on new settlements.

Emphasis should be given to identifying and allocating sites which retain strong links to the place of origin of any cross border housing. In the case of Henley in Arden land immediately adjacent to the station would be logical given the ability to access the station and enable residents with links back to the conurbation to travel for work or socially in a sustainable manner.

A critical component of delivery is the ability for any site to be able to fund infrastructure and demonstrate the scheme is viable. It is submitted that in the case of SG23 the critical mass of development and therefore its delivery and viability would be improved by the additional allocation of land at New Road Henley in Arden. The additional 11.32ha capable of delivering an additional 110 houses would assist the economies of scale in relation to infrastructure and IDP requirements.

Additional land should be removed from the Green Belt where is facilitates sustainable patterns of development. Land at New Road promoted by Summix represents one such example where release of the land from the Green Belt would facilitate sustainable patterns of development without detriment to the purposes of the Green Belt as defined by the NPPF. The release of SG23 and the Summix land in combination would enable a comprehensive approach to Green Belt and a long term well planned and enduring solution for Henley in Arden to be applied.

Clarifications to the strong exiting linkages to the town and railway station should be more accurately outlined in the review. The overall conclusion of moderate impact is consistent with all sites around Henley. It therefore does not appear consistent to plan for the removal of two sites and not HEN6 when HEN6 affords the best option to connect to the station and should also be removed from the Green Belt to enable a comprehensive approach to the planning of Henley.
