The overall intention is to maintain the South of Southam as the main industrial and larger employment area with the central environment focused on services and retail with a tendency to smaller businesses and community. Whilst we agree with the inclusion of Southam, we do not agree with all the sites in the group. Please see comments on HELAA results for comments on individual sites within SG12.

Southam Town, District and County elected representatives favour this site among those near Southam as more sustainable given it is already well placed for road and public transport (via A423) and offers choices of amenity centres to the north (Southam) and south (Banbury). The same goes for employment opportunities on the southern edge of Southam, down to Banbury and its relative proximity to JLR feasible with public transport.

While we generally support the Policy Direction, in communities like Southam where the average house price is more than ten times the average income there is a concern that this policy could lead to further difficulties for local people being able to afford to live in their home community. Somehow the Plan needs to address this concern. At the same time, in planning for overspill from districts with whom we have a duty to co-operate, it is important to avoid over-provision in the SWLP area.

Southam Town, District and County elected representatives agree with a detailed infrastructure Delivery Plan but:
1. The timing of infrastructure delivery must align with the timing of local needs increasing.
2. The impact on Southam College of residential developments within and outside Southam will be significant. However the college site is constrained by poor road and cycle access, parking and no spare sports field. Welsh Road West has no possibility for widening or cycle lanes so this can only be relieved if an expansion west of the college includes a new access road to A423 with pick-up and drop-off zones.
