The general principles of DPD 5 are appropriate, reasonable and acceptable. The justification is robust and the presence of Wellsbourne Airfield as a Major Investment Site in close proximity to the M40 / A46 Opportunity Area supports the principles of DPD 5.

Investment could relate to new aviation technology, engineering and linkages to the University. Aviation policy statements of relevance to the future of Wellesbourne are appended.

The presence of Wellesbourne Airfield contributes to transport infrastructure. The site is used by businesses as well as for leisure and recreation purposes. Its commercial infrastructure function in this key strategic location will increase over time as aviation innovation is on the cusp of introducing new forms of light aircraft. Demand for fast, efficient means of business transport will increase with growing road congestion and the relative constraints of rail travel (routes/reliability/flexibility).

The infrastructure at Wellesbourne Airfield is a valuable asset now and this value will increase in the lifetime of this Local Plan. Its services are complimentary to the principles of accommodating growth needs which is an overarching principal of the Local Plan, as addressed in further comments below.

The Wellesbourne Airfield infrastructure is privately provided and does not require public investment.

Wellesbourne Airfield is existing infrastructure which should be protected and safeguarded in order for it to continue to contribute to the transport network of the two districts and for this contribution to grow over time.
Its specific identification in this Draft Local Plan will ensure that any development proposals which could compromise its operations will be strongly resisted.
As Wellesbourne Airfield is identified as a Major Investment Site but is also an existing transportation infrastructure asset, it is strongly recommended that it is specifically referred to in the list of such assets below Draft Policy Direction 6.

The identification of sites to meet employment need is appropriate in order to support existing employment assets and to create the right environment and capacity for the ongoing economic health of South Warwickshire.
Potential Strategic Sites 2 and 1 together with upgraded road and rail infrastructure, are particularly well located to benefit from the proximity of, and services provided by, Wellesbourne Airfield.
The critical mass created in the Core Opportunity Area will benefit the wider South Warwickshire.

Wellesbourne Airfield is, quite correctly, identified as a Major Investment Site, taking account of its location, site size which offers development opportunities, its range of services and the opportunity for these to be enhanced.
This innovative, forward looking approach will support the retention of the Airfield and provide significant contributions to the Plan’s economic strategy. The justification for this is clearly set out in the Draft Plan.

The identification of MIS9 and linkages to MIS8 is entirely in line with the best approach to medium-long term economic development and the protection of Wellesbourne Airfield to support this initiative is evidence of the highly competent strategic planning needed and proposed for South Warwickshire.
MIS7 is similarly supported and more information is attached.
Whilst fully protecting its aviation activities and infrastructure, Wellesbourne Airfield has the potential to accommodate further research and related facilities that would support the University of Warwick’s Wellesbourne Campus and businesses in the area.

Summary
The protection afforded for Wellesbourne Airfield by the adopted Stratford-on-Avon District Core Strategy Area Policy AS9 is an example of a highly appropriate approach to a strategically important Airfield.
Policy AS9 remains an up to date and appropriate policy to protect the aviation infrastructure, facilities and activities at Wellesbourne Airfield.
Further information on future opportunities and policy support for the future of Wellesbourne Airfield is attached.
