Yes, Rainier broadly agree with the Vision but consider that Strategic Objective 4 could be strengthened by making reference to the locational strengths of parts of the District, such as the M40 corridor, and the role such areas could play in delivering sustainable economic growth through the provision of industrial and logistics uses.

The employment needs should continue to be expressed as minimum requirements and that allocations for both strategic and non-strategic sites should be made to fully satisfy assessed needs. A policy mechanism which provides flexibility to accommodate non-strategic industrial needs beyond this, subject to relevant conditions or criteria being met, should also be considered.
Smaller sites will be required to complement the strategic allocations, with smaller sites in Priority 1 areas evidently representing sustainable options for satisfying this need and creating a more balanced portfolio of employment land in locations close to where strategic scale housing growth is being planned.

Site reference 181 needs to be reassessed taking into account updated flood modelling. See detailed modelling agreed with the EA - the site should not be sifted out for flood risk reasons.

The policy direction is too narrowly focused and is deficient in terms of non-strategic needs. The evidence states that short and medium term sites are needed around Warwick and we consider that no reliance can be given to the extant allocations or the strategic draft allocations in meeting this need. Rainier's site at J15 should be considered to address this need, but it needs to be reassessed with accurate flood modelling data as agreed with the EA. This will confirm it should not have been sifted out.

Warwick, as one of the main urban areas, should remain the focal point for future employment growth in the Core Opportunity area. Rainier consider that opportunities to build on existing clusters of employment to the south west of Warwick should continue to be explored. This is a highly sustainable and proven employment hub with potential to deliver agglomeration benefits via the co-location of related businesses whilst also accommodating a mix of employment close to planned housing growth and labour supply in Warwick, but also other parts of South Warwickshire owing to the accessibility provided by the A46 and M40.

It is Rainier’s strong view that other potential locations outside of MIS, but within the Core Opportunity Area, need to be considered with additional allocations made within Warwick to ensure needs are satisfied in full. Only focussing new employment development at MIS would fail to recognise market signals, which show demand for employment land and floorspace outside of these locations.

Rainier support the policy direction and would highlight that modern industrial and logistics developments have demonstrated continued innovation in reducing carbon , and that the sector is ‘essential to the economic growth, productivity and resilience of the country’. The supply chain benefits are multifaceted, hence the support through national policy for recognising the specific locational requirements of sectors such as logistics (NPPF paragraph 87). We would therefore reiterate the importance of allocating the right sites in the right locations, with a particular focus on M40 Junction 15.
