A longer plan period accords with guidance para 22 of the NPPF. A two part plan will delay the identification of smaller non-strategic allocation which should be addressed through a policy provision to allow such sites to come forward in advance of the part 2 plan.

Alamo are concerned the objectives will not be met. Specifically we are concerned about the intention to produce a two part plan which will delay allocations coming forward in sustainable settlements such as Salford Priors.

We have concerns over the use of the Cov and Warks HEDNA rather than the standard method, the uplift to the standard method, use of lapse rates and non implementation and existing commitments.

We generally support the recognition that new settlements and expanding settlements is required to meet the housing and employment growth requirements and is the most sustainable way of achieving this. However, we consider that large scale development proposals such as these should be complimented by a range of smaller scale allocations in the sustainable settlements such as Salford Priors in order to deliver much needed market and affordable housing in the short term.

Whilst we welcome the valuable role that small sites can play in delivering the DIstrict's housing needs we are concerned about the delay in bringing forward such allocations by way of a part 2 plan. A mechanism should be introduced that will allow developments in sustainable settlements such as Salford Priors to come forward ahead of the part 2 plan being adopted.

Smaller sites are less infrastructure intensive and can come on stream more quickly. The spatial strategy should incorporate a mix of large sites along with smaller sites in the sustainable settlements.

Density and the achievement of specific levels will have a number of wider impacts and affect other policy goals such as POS, BNG and NDSS. if all are to be achieved then the council will need to ensure that sufficient land is allocated.

No evidence to warrant 5% self build plots on large allocated sites. self builders would be looking for a unique site rather than an undeveloped plot on a housing estate.
