We suggest that the plan period should be extended to 2055 to allow for a 30 year plan period as per the guidance in para 22 of the Framework. We are concerned that preparing a two part plan will unduly delay development coming forward in other locations that are not new settlements or strategic growth locations. Sites in the SAP should be considered suitable for allocation.

We do not agree that a part 1 plan in isolation will meet the Districts' growth needs and that smaller allocation in the part 2 plan will be required to supplement the part 1 allocations. the most sustainable locations for development are those that are served by train stations such as Bearley and Wilmcote.

The policy should refer to the standard method not the HEDNA. The housing requirement should be uplifted to accommodate the level of affordable housing that is needed. Lapse rates and non-implementation allocations need looking at. Existing commitments need updating when the new monitoring year commences. The plan has the opportunity to direct new growth to areas adjoining train stations.

Bearley and Wilmcote can deliver a new settlement of 6,000 homes and associated new infrastructure. Due to its unique location that is served by two railway stations it has a significant benefit over other proposed new settlements. It is being promoted by a single housebuilder who has agreements in place with 3 of the principal landowners meaning delivery shoudl be simpler with fewer parties involved. The development will deliver a number of benefits and will contribute to the delivery of sustainable development.

No. We support recognition that new settlements are required to meet the housing and employment growth requirements in the most sustainable way. However, to ensure delivery in the early stages of the Plan Period these should be complemented by smaller scale allocations in sustainable locations that are deliverable in the short term.
