Draft Policy Direction 28’s aim to promote the use and accessibility of waterways in South Warwickshire is supported. The policy appropriately recognises the ecological benefits of waterways and seeks to protect them from harmful development while encouraging regeneration.
Further clarity is needed on what constitutes an “adverse impact” on the integrity of the waterways structure, water quality, landscape, heritage and ecological quality and character. Clear definitions or criteria would ensure greater consistency in decision-making and provide developers with a better understanding of policy requirements.

The policy’s commitment to a wide range of design codes, including area-wide, site-specific and densification design codes is strongly supported as it will help to deliver context-sensitive and locally appropriate design solutions.
While the policy correctly references the National Design Guide, it should also directly reference the National Model Design Code, which provides a framework for preparing local design codes. Including both will ensure the policy fully aligns with NPPF Paragraph 133 and national best practice. In addition, the production of design codes should be done in collaboration with developers, landowners, and promotors.

While the policy’s reference to the 20-minute neighbourhood concept aligns with the NPPF’s sustainable travel aims, the NPPF does not mention this approach, and its application within South Warwickshire needs further consideration. The SWLP technical evidence “Guide to existing housing densities in South Warwickshire” defines a 20-minute neighbourhood as achieving access to everyday services within a 10-minute walk or cycle each way. These aims are unrealistic for larger strategic residential developments located adjacent to larger settlements, as well as developments within smaller settlements, where infrastructure constraints and service provision limitations make such proximity difficult to achieve.

While broadly supportive It is recommended the Council give further consideration to the technical feasibility and costs of this Policy as part of the next stage of Plan preparation to ensure any proposals are feasible and viable.

As part of new design we give consideration to preventing overheating through application of the colling hierarchy as noted, focussing on passive design measures in the first instance. This can include design, orientation and tree planting.
The application of any specific targets which go beyond the requirements of the Building Regulations or national guidance needs to be fully considered as part of the Plan evidence base and viability assessment.

We would recommend that the approach set out in the Warwick Net Zero DPD and supporting SPD is followed, this requires the consideration and reduction of upfront embodied carbon, without setting a specific target at this stage. The application of specific targets needs to be fully considered as part of the Plan evidence base and viability assessment.

It is recommended that the Plan considers the approach and Policies set out in the Warwick District Council Net Zero DPD which requires development to achieve Net Zero Carbon in operation. This provides a route to achieving Net Zero this which aligns with the Governments 2025 FHS and FBS, and 2023 Written Ministerial Statement on setting requirements which exceed the requirements of the Building Regulations.

There may be discrete opportunities for heat networks where there are opportunities around an existing low carbon heat course, or sufficient density, for example large scale blocks of flats.
It is considered unlikely that the reduced energy demand of new development is unlikely to provide sufficient heat demand for a low carbon heat network to be feasible or viable for low destiny development. It is recommended the Council give further consideration to the technical feasibility of heat networks and costs as part of the next stage of Plan preparation to ensure any proposals are feasible and viable.
