A blanket requirement for provision of Gypsy, Traveller and Travelling Showpeople accommodation within all sites over 500 homes is not considered acceptable. The suitability of sites of this scale to accommodate the identified need should be assessed on a site-by-site basis; having regard to the scale and distribution of need, and the constraints and opportunities presented by the proposed allocations. Sites may also come forward elsewhere in the District through windfalls, and therefore the need and timing of provision will need to be kept under review.

The best way to deliver self and custom build homes to meet identified needs is to allocate specific sites designed to cater for such homes. Sites will be smaller by their nature, and therefore more responsive to market demand and more likely to be attractive to those wishing to develop their own homes. Larger sites can only efficiently be developed by the major housebuilders, and the inclusion of self and custom build within their developments can create health and safety and operational difficulties when homes in areas are being built by multiple developers to different timescales and standards.

The NPPF at Footnote 51 is clear that optional technical standards and the Nationally Described Space Standard should only be enforced through planning policy where this would address an identified need and where it can be justified. Policies will need to be tested for their impact on viability.

The South Warwickshire Councils are justified in their approach to housing mix and tenure as it reflects the ambitions of Paragraph 63 of the NPPF, and the NPPF as a whole. The Councils should ensure they provide flexibility within their housing mix and tenure policies to account for circumstances where delivering a housing mix in-line with the identified mix is not feasible or logical.

The principle of Draft Policy Direction 8 is acceptable, as it aligns with Chapter 11 of the Framework (Making effective use of land). The SWLP should ensure that policies regarding density align with Paragraphs 129 and 130 of the Framework, particularly local market conditions and viability (Paragraph 129b).
Any density policy within the SWLP should acknowledge the impact that evidence-based housing needs, such as the mix and type of housing, will impact the densities that can be viably and feasibly delivered.

The Consortium agree with the approach set out and will work alongside the West Midlands Rail Executive, Warwickshire County Council and both District Council’s to gain a thorough understanding of the infrastructure required for the New Settlement.
The SWCs must acknowledge that for New Settlements, infrastructure may not be set out in strategies or plans due to their position within the planning process. Infrastructure for New Settlements should follow the outcomes of assessments and discussions with statutory bodies, alongside prepared strategies.

It is imperative that the SWLP adequately considers accommodating unmet housing needs arising from outside of South Warwickshire. There are significant unmet needs arising from the GBBCHMA which require attention, and potential unmet needs arising from Coventry which should be taken account of accordingly. There is also potential for unmet needs arising from Cotswold District, Redditch Borough and Solihull Metropolitan Borough which should be considered. Failure to do so would render the SWLP not positively prepared nor effective and thus unsound in line with Paragraph 36 a) and c) of the NPPF.

For the reasons outlined in the Consortiums response to the X2 – New Settlement question, the inclusion of New Settlements as part of a growth strategy for South Warwickshire is considered feasible, logical and sound.

The South Warwickshire Councils must continually review the Local Housing Need up to adoption, they must consider an increased higher housing need, implement a 5% lapse rate to account for unimplemented commitments, and reassess the existing commitments and windfall allowance as outlined.
