Yes, this approach is consistent with Paragraph 133 of the Framework. However, it is considered that the policy needs to response to the particular individual circumstances of a site and not be overly prescriptive. There must be flexibility within the Design Codes and Local Plan policy to allow developments to come forward in circumstances where they are not strictly in accordance with all design criteria, particularly when balancing environmental or technical considerations.

Catesby Estates agree that a strategic policy to protect and enhance heritage assets should be included in the Part 1 plan, while detailed policies can wait for Part 2. The promotion site lacks any listed buildings or conservation areas and has undergone a Heritage Appraisal to assess development deliverability. The Long Itchington Conservation Area is nearby, but its historical features are largely masked by the landscape. The only visible structure, the Church of the Holy Trinity, does not have its setting affected by the Site, and development would not harm any designated heritage assets.

The draft policy direction states that a higher percentage of BNG above the statutory 10% requirement is being explored. Such an approach may unnecessarily burden development sites as the provision of net gains in biodiversity can impact on the viability of proposals and the capacity of sites. It is hence requested that the South Warwickshire authorities explore evidence on how a higher BNG would affect the capacity of sites when balancing other technical and environmental considerations and planning obligations.

We are not supportive of the proposals for a two-part Plan in which only strategic sites (i.e. strategic allocations for new settlements and large scale urban extensions) are to be included in the Part 1 Plan. It represents a failure of both Councils to properly grasp the difficult issues and decisions that need to be made in terms of allocating sites at the local level and delivering the development needs of South Warwickshire. There is a requirement for smaller allocations to meet the identified housing needs in the shorter term, in accordance with Paragraph 72 of the Framework.

It is considered that the notion of a Part 2 Plan should be dropped and the identification of smaller sites should be included within this current Plan process. The growth strategy should allow development to be distributed over a range of existing, sustainable settlements rather than just focussing on potential new settlements and strategic growth locations, in order to ensure their vitality and viability in accordance with the principles of sustainable development set out in the Framework.

Revisions to the National Planning Policy Framework in December 2024 necessitate that the South Warwickshire Local Plan accommodates at least 1,679 dwellings annually, with flexibility for up to 2,188. This figure must be treated as a minimum to meet local housing needs and support economic growth. Alcester, a sustainable settlement with ample services, should be prioritised for additional housing due to its accessibility and infrastructure. The proposed site at Land South of Allimore Lane can sustainably accommodate around 128 new dwellings, enhancing the town's vitality and meeting development needs effectively.

The need for significant new infrastructure and facilities to support the Potential New Settlements will mean that these growth locations are unlikely to be delivered until towards the end of the Plan Period to 2050. Clearly, there is a requirement for smaller allocations to meet the identified housing needs in the shorter term, in accordance with Paragraph 72 of the Framework.
