To make the Plan sound, the Plan must consider allocating small and medium scale sites, drawing on the pool of reserve sites already assessed and identified as part of the draft Site Allocations Plan (SAP). The Plan needs to demonstrate specific, deliverable sites for five years following the intended date of adoption (anticipated to be 2028-2033). One such site is Makestone Strategic Land’s site at Hampton Lucy (2024 Housing and Employment Land Availability Assessment [HELAA] ref. 497 / Policy HAMP.A of the draft SAP).

The Vision is appropriate in so far as to how it intends to meet South Warwickshire’s sustainable development needs. But South Warwickshire is not an island, and the Vision should recognise that there are unmet development needs outside of South Warwickshire that may need to be met within South Warwickshire. Specific recognition needs to be given in Strategic Objective 2 to meeting the needs of South Warwickshire’s rural communities, as required by NPPF83

The South Warwickshire Councils must continually review the Local Housing Need up to adoption, they must consider an increased higher housing need, implement a 5% lapse rate to account for unimplemented commitments, and reassess the existing commitments and windfall allowance as outlined.

Whilst Makestone Strategic Land is not directly opposed to the proposed strategic growth locations or new settlements put forward, it is considered that a mixture of options is to be required to meet the needs of South Warwickshire’s communities. The needs of rural communities must be met via dedicated allocations to Local Service Villages in the SWLP.

It is imperative that the SWLP adequately considers accommodating unmet housing needs arising from outside of South Warwickshire. There are significant unmet needs arising from the GBBCHMA which require attention, and potential unmet needs arising from Coventry which should be taken account of accordingly. There is also potential for unmet needs arising from Cotswold District, Redditch Borough and Solihull Metropolitan Borough which should be considered. Failure to do so would render the SWLP not positively prepared nor effective and thus unsound in line with Paragraph 36 a) and c) of the NPPF.

The most effective way to secure the delivery of Self and Custom Build (SCB) homes to meet identified needs is to allocate specific sites designed to cater for such homes. This will ensure a positively prepared plan which is effective and deliverable in accordance with NPPF tests of soundness 36(a) and (c). Makestone Strategic Land’s site at Hampton Lucy can provide a readily available and feasible site for the SWLP to allocate self and custom build homes, in a location which will be desirable those seeking an individual plot.
