It is unclear how some new settlement locations have been chosen and how disconnected they are from the Stages 1 and 2 Call for Sites exercises. We would also question inviting further submissions where none were previously submitted.
Expansion at Kingswood utilising sites already identified through the Call for Sites would be preferrable to a new settlement and sustainable as Kingswood is a Priority 2 location. It is assumed this arises from its location on the railway network. The land to the east of Station Lane is a very short distance to Lapworth Railway Station.

Smaller scale developments fulfil a significant role in meeting future needs and given as much importance as strategic allocations. Existing settlement boundaries including Kingswood should be reviewed and this should take place now and not be deferred to a Part 2 plan. The changes to the approach on Green Belt in the December 2024 NPPF update need to be fully taken on-board, including the fact that the land to the east of Station Lane can be considered as Grey Belt.

There is a need for greater certainty and quantification on meeting cross-boundary needs. The suggestion in the Policy Direction for the capacity to be identified on reserve site released only when supply in the source area falls below 5 years is unworkable. Also, this forgets that some of the requirement might be for other types of development.

"Once finalised, the IDP will include an Infrastructure Delivery Schedule for each district that provides details of specific infrastructure requirements identified in the Local Plan. This IDP remains 'a live document' and the Local Planning Authorities will continue to work with infrastructure providers and other stakeholders to refine its contents up to submission of the Local Plan."
Important points on this: (1) this statement implies the critical technical work to justify the plan is not in place, and (2) why should the IDP being 'live' only apply up to submission and not be continuous even post adoption?

*Transport infrastructure appears to trump all other infrastructure types which are just as, if not more important, to ensuring quality of life.
*The pattern of development is over-reliant on strategic level growth requiring large-scale infrastructure projects. *Development to the east of Station Lane, Kingswood can be achieved in the short term without reliance on strategic transport improvements.
*Through reference to Figure 9 the suggestion is that there is too high a focus given to transport considerations in the emerging plan and that this might unduly constrain economic growth.

* The consultation has been overtaken by events in light of the December 2024 NPPF and should be rerun at a later date taking account of responses. This would also enable, for example, detailed policy wording to be added.
* Notwithstanding that, it is clear that an analysis of the purposes of Green Belt for the land identified on our clients' land east of Station Lane, Kingswood would not contribute strongly to purposes a), b) and d) of Green Belt and therefore its development would not be considered to be inappropriate.

To provide certainty the planning process should focus on:
• the level of growth required - housing and employment
• how this should be accommodated, urban/ rural, small, medium and strategic level growth including a possible new settlement(s)
• a single (rather than 2-part) plan
• identify and carry out settlement boundary reviews
• embrace Green/Grey Belt including suitability of sites 524 and 622
• infrastructure ‘in the round’ taking full account of the move to zero emission vehicles, and
• 20-minute neighbourhoods in urban and rural areas alike, including potential expansion of Kingswood.

The consultation states, "5.1 Draft Policy Direction 10- Providing the Right Tenure and Type of Homes - The councils will have regard to the latest evidence in drafting policies relating to housing tenure and type."
This policy needs to be specific to be subject to informed comment.

The draft policy provision in respect of large developments (110+ dwellings) should be discretionary not a requirement since most self-builders are unlikely to want a site being built by a volume housebuilder.
Those suggested changes would be consistent with the results of earlier consultation outcomes.
Notwithstanding the above, the land east of Station Lane could be an ideal site, at least in part, for Custom and Self Building Housing. The allocation of land to the east of Station Road, Kingswood help would ensure that the Council is making adequate provision for Custom and Self Building Housing, as required.
