AC Lloyd raise one issue that the SWLP is to be progressed in two parts. A single SWLP would be much clearer, without the need to save selected existing policies. It would better meet the Government’s expectations to ensure sites are quickly allocated, permitted and developed to drive economic growth. A number of policy areas typically associated with Part2 plans are coming forward in Part 1. If the Councils don't wish to allocate small residential sites at the non-strategic village level, then that aspect could be addressed through an overall requirement figure, criteria-based policies, and neighbourhood plans. AC Lloyd supports the objective of prioritising development within the most sustainable locations.
AC Lloyd supports the general approach to identifying Spatial Growth Options in principle. It is noted that the AC Lloyd sites at Southam which include land north of Leamington Road (Site 64) being promoted for residential use and land south of Leamington Road (Site 301) being promoted for employment use fall within the Strategic Growth Option SG12 and this is fully supported as detailed in our response to the proposed Strategic Growth Options.

As outlined in our response to Chapter 4 given that the revised National Planning Policy Framework (December 2024) has now been published with the new Standard Method in place this must now be applied, and the plan must accommodate the higher housing figure (2,178 dwellings per annum) as a minimum local housing need figure which amounts to 54,450 dwellings for the 25 year plan period. In addition to this, any needs that cannot be met within neighbouring planning authority areas should also be taken into account in establishing the amount of housing to be planned for. AC Lloyd supports the approach that ‘unallocated employment development’ will be directed to the main South Warwickshire settlements in the first instance. The policy direction states that ‘sites that are physically well-related to existing settlements, will be encouraged where suitable opportunities exist’.
Land south of Leamington Road (Site 301) is representative of this approach given its location in Southam, which is a Priority Area 1 category settlement and the site is immediately adjacent to Holywell Business Park. It would form a logical extension of the existing business park to contribute towards meeting the local employment needs for the area.

The policy direction states that this area will be the focus for new employment development. Land south of Leamington Road, Southam (Site 301) sits within the COA.

AC Lloyd supports the approach that the SWLP proposes to adopt as it recognises the need for a range of employment unit sizes including smaller and medium size units. It is important that the SWLP recognises the need to provide employment development which can cater for all needs, and this can be achieved by also allocating non-strategic sites to help deliver this provision. By allocating land south of Leamington Road, Southam (Site 301), as a logical expansion to the existing industrial estate, this will contribute towards meeting the local employment needs for the plan period in a highly sustainable location.

AC Lloyd fully supports Strategic Growth Location SG12 (Southam). This location includes the following sites submitted by AC Lloyd through the call for sites: land north of Leamington Road submitted for residential use (ref: 64); and land south of Leamington Road (ref: 301) submitted for employment use.
This Growth Option is consistent with the identification of Southam as a Main Rural Centre being suitable for new housing and employment in the Stratford-on-Avon District Core Strategy (2016) and the AC Lloyd sites provide a logical sustainable expansion to the west of the village. Site 64: Land north of Leamington Road, Southam has capacity for approximately 50 homes. The site is one of the most sustainable options for housing in the local area, being walking distance from schools and amenities. AC Lloyd broadly supports the findings of the HELAA B results and supports the conclusion in that the site remains in consideration for residential use in the SWLP. See full response.

Site 301: Land south of Leamington Road, Southam is situated immediately adjacent to Holywell Business Park which is now fully built out. It is highly suitable for development and is achievable in the short term to respond to immediate local employment needs.
The site forms part of the identified Strategic Growth Option 12 (Southam) and falls within the identified Core Opportunity Area where employment growth is to be focused.
AC Lloyd broadly supports the findings of the HELAA B results and supports the conclusion in that the site remains in consideration for employment use in the SWLP. See full response.
