Concerns about the Two-Part Plan approach. The Plan must identify deliverable sites for the first five years post-adoption (2028-2033). While existing commitments help, new allocations are needed. For strategic allocations in Part-1 to contribute to 5YHLS, clear evidence of housing completions within five years is required. Delivery may be delayed if detailed policies, masterplans, and design codes follow in the Part-2. To speed up housing delivery, the Councils should abandon the two-part Plan approach and move to a single Local Plan which identifies its full requirement and allocate sites, one being Land South of Chichester Lane at Hampton Magna.

Richborough respectfully request that Land south of Chichester Lane (Site 55) be included in the SWLP as a ‘small allocation’ to bolster the five-year land supply, for the following reasons:
- Alignment with Priority Areas
- Alignment with Spatial Strategy
- Alignment with the Overarching Principles and Commentary on the HELAA
- Green Belt - the site is grey belt and should be prioritised for release from the Green Belt accordingly.
- Infrastructure Requirements and Delivery
- Right Choice for Development at Hampton Magna

Richborough support the identification of small sites in order to ensure provision of a 5-year land supply. Failure to do so will render the Plan unsound. The identification of small sites outside of the strategic growth allocations can address local housing needs and deliver other benefits, particularly where no provision has been made to designated neighbourhood areas.

HELAA ID 214 - West of Warwick Racecourse
Richborough have made a minor amendment to the boundary to include additional land and this has been submitted through the call for sites portal.
The HELAA notes that site constraints and associated additional development costs may potentially be mitigated to make development viable. It is assumed this assessment has been made in relation to the areas of the site that are within Flood Zone 2 and 3. However, new homes are only proposed within Flood Zone 1.
