Deeley Homes is generally supportive of the objectives set out in Chapter 5 in order to deliver homes that meet the needs of all communities. It is important that the SWLP acknowledges the need to meet specialist and elderly housing and self and custom building houses, it is appreciated that further work is required in regards to the former.
Please see responses to Policy Direction 10 and Draft Policy B in relation to specialist and elderly housing and self and custom housing.

Deeley Homes considers that the plan must accommodate the higher housing figure (2,178 dwellings per annum) as a minimum local housing need figure in line with the Framework.
Deeley Homes considers that specific provision should be made to meet the significant identified needs of specialist elderly accommodation. Deeley Homes therefore supports the forthcoming Strategic Housing Market Assessment (SHMA) work to be completed in 2025.
In relation to self and custom build, equally, it is considered that sites should be identified and allocated within the SWLP accordingly to meet this need.

Deeley Homes supports the objective of developing in the most sustainable locations however considers that Long Itchington has been omitted, for the reasons set out within the full response, and should be considered as a Priority Area.
Deeley Homes are promoting Land North of Leamington Road, Long Itchington (Ref. 437) for residential uses which represents a sustainable location and can come forward in isolation or as part of a wider scheme (with Site Refs. 446 and 462).
The SWLP should use the new Standard Method housing figure as a minimum.

Deeley Homes raise concerns with the ongoing suggestion that the SWLP will be progressed in 2 parts. In our opinion a full single South Warwickshire Local Plan will be much clearer, without the need to save selected existing policies.
Deeley Homes strongly feel that the SWLP should identify and allocate small residential sites at non-strategic village level in order to meet the immediate housing need and the potential to meet the needs of neighbouring authorities in the wider housing market area.

There is a significant need for specialist elderly accommodation which should be recognised within the SWLP and in order to meet these needs, sites should be identified in sustainable locations and be allocated to meet specialist elderly housing needs. Deeley Homes strongly encourages the Councils to incorporate this as part of the next stage of the plan making process.

Whilst Deeley Homes appreciates the aspirations to rely on the delivery of new settlements to meet housing need, it is considered that a balance, in terms of smaller scale sites, is required to deliver housing to meet the immediate need. There is therefore a need to secure and release immediately deliverable sites in sustainable locations. This will also benefit the Council’s ability to maintain their five year housing land supply. Deeley Homes considers that Land North of Leamington Road, Long Itchington, is a sustainable location to help meet this need.

Deeley Homes raises some concerns in relation to the HELAA assessment of Land North of Leamington Road, Long Itchington. Deeley Homes considers that Land North of Leamington Road, Long Itchington should be allocated for residential development in order to contribute towards meeting the identified significant housing need. Deeley Homes generally support the overall principles of Draft Policy B.
Deeley Homes are supportive of the draft policy criteria in relation to unallocated Self-Build and Custom Build Housing sites, specifically in relation to suitable sites which are adjacent to defined settlement boundaries to meet a district-wide need.
Deeley Homes do however raise concerns regarding the delivery of self and custom build housing as part of larger housing developments and considers that the focus of self and custom build delivery should be on specifically allocated smaller sites. Please refer to full response for further details.
