The draft policy sets out that the SWLP makes provision for at least the HEDNA number of 1679 dwellings per annum, “with sufficient flexibility to accommodate up to 2,188 dwellings per annum, in line with the 2024 NPPF Standard Method”. We consider that the SWLP should provide for the Standard Method housing requirement as a minimum to ensure that sufficient housing is delivered across the plan period. Planning to provide for less than the Standard Method housing requirement is not a sound basis for the plan.

Our client owns site 361 - 2 Bidford Road, Broom, Alcester, part of proposed allocation SG20. It is a Brownfield site proposed for residential use. The small industrial unit on the site is currently occupied but the company want to move from the existing premises because there is insufficient room for expansion. Attempts to sell the site as an industrial site have been unsuccessful due to its small size and location. Residential redevelopment of the site would not therefore cause unacceptable loss of employment land.
Rural listed buildings and scheduled monuments scoring should not be applied at strategic level.

The principle of supporting Self and Custom Build housing is supported. However these should be on small sites or unallocated sites, not on larger housing sites - the demand for these plots tends to be in more isolated locations.
The identification of local need should include need identified by the Self and Custom Build Register, rather than requiring a need identified by or supported by the local community. Alternatively the definition of district-wide need should specifically include need demonstrated for that area on the Self and Custom Build register.
