The draft policy sets out that the SWLP makes provision for at least the HEDNA number of 1679 dwellings per annum, “with sufficient flexibility to accommodate up to 2,188 dwellings per annum, in line with the 2024 NPPF Standard Method”. We consider that the SWLP should provide for the Standard Method housing requirement as a minimum to ensure that sufficient housing is delivered across the plan period. Planning to provide for less than the Standard Method housing requirement is not a sound basis for the plan.

All sites should be assessed now, to support allocations under DPD3.

The methodology should include a positive weighting for sites that constitute Grey Belt.

SIte 583 constitutes Grey Belt and is suitable to be released for development.

Residential development would not be located within flood risk areas, so the developable area should be reduced and the score increased accordingly.

The scoring methodology for the criteria rural listed buildings, scheduled monuments, LWS should not be applied at such a strategic level.

There should be positive weighting/scoring to reflect the connectivity of the site via the local rail station.

This policy needs reviewing following the amendments to the NPPF in 2024, specifically Grey Belt. Grey Belt land around settlements should be identified for release. Settlement boundary expansion for growth, and smaller site allocations, should be made as part of the SWLP. Over-reliance on strategic sites historically leads to a failure in 5YHLS and opportunities should be taken to provide for a more robust supply. The methodology for assessing settlement services/facilities needs revising to reflect changes to consumer demand, availability of delivery services etc since the Covid19 pandemic. The settlement hierarchy classification and performance of settlements should be reviewed accordingly.

This policy needs to be reviewed in light of the amendments to the NPPF in December 2024.
The Stage 1 Green Belt review should be rerun to identify Grey Belt land.
The Stage 2 Green Belt Review should be prioritised to assess all HELAA sites and review the allocations.
Green Belt villages should be reviewed as a priority, with villages removed from the Green Belt and suitable development boundaries identified to show the land available for future development.
We do not support the designation of safeguarded land.
We object to the designation of any new Green Belt land.

The principle of supporting Self and Custom Build housing is supported. However these should be on small sites or unallocated sites, not on larger housing sites - the demand for these plots tends to be in more isolated locations.
The identification of local need should include need identified by the Self and Custom Build Register, rather than requiring a need identified by or supported by the local community. Alternatively the definition of district-wide need should specifically include need demonstrated for that area on the Self and Custom Build register.

Policies to support specialist housing including housing for older people is supported. We do not however consider that this is always best integrated into larger scale development allocations, as this is dependent upon the local context and the precise type of housing proposed. We consider that policies should be worded to encourage provision of specialist housing without fettering how they should be delivered.
