JLR broadly support the proposals in the Vision and welcome the proposal that the Plan will boost the local economy and provide appropriate infrastructure. This is important for JLR to hear from the Councils and gives them confidence to continue their investment in their locations in South Warwickshire at Fen End and Gaydon.

The Vision could be strengthened to reference the continued growth of the automotive manufacturing sector in South Warwickshire. The automotive sector is already contributing to many of the Vision's objectives through its transition to electric vehicle production, investment in workforce and skills, and adoption of innovative technologies.

JLR agree with the inclusion of land south and west of JLR Gaydon being within a strategic growth location at Gaydon Lighthorne Heath. This area is already home to major employers and planned for 3,000 homes and community infrastructure and services within the lifetime of the Plan. It is a sustainable location for growth and within the Priority Area.

JLR are confident proposals can be satisfactorily accommodated without causing significant harm to constraints that would preclude its allocation and release from the Green Belt. The land is previously developed and in part grey belt, and should be prioritised for release from the Green Belt to meet economic needs and the needs of JLR.

The circumstances in relation to Fen End are unique in that this is an existing operational site and JLR have a need to have flexibility to expand its operations on the site for future development, if required.

JLR have several comments on the HELAA results score for Site 375 at Land South of JLR, Gaydon.

In relation to surface water flooding, the area is small (13%) and is constrained to part of the site boundaries and so does not preclude development. The Site has low/moderate visual sensitivity and small pockets of habitat value, but any impacts can be mitigated through careful masterplanning and landscape design. Harm to the nearby listed building at All Saints Church to the southwest can be avoided through supplementing the existing significant tree belt between the Site and the asset.

JLR submitted a Preliminary Landscape and Visual Appraisal in response to the Issues and Options consultation, and this is appended again with these representations along with a Vision Document for the site. Should the Councils have any residual concerns in relation to landscape and visual impacts, JLR would be happy to meet to discuss.

In relation to connectivity, the Site would be accessed through and form an extended part of the existing Gaydon Site and Proposal GLH within the adopted Local Plan where 3,000 homes and community infrastructure and services are planned within the lifetime of the Plan. The accessibility of this location to workers and facilities will therefore be improved over the course of the Plan period such that connectivity will not be an issue.

JLR are confident development proposals can therefore be satisfactorily accommodated without causing significant harm to constraints that would preclude its allocation.

JLR have the following comments on the HELAA results score for Site 376 at Land West of JLR, Gaydon.

The Site falls marginally outside of Priority Area 2 but clearly its development would be accessed and well related to the ongoing operations at Gaydon. In relation to surface water flooding, the area is small (5%) and does not preclude development. The Site has low visual sensitivity and small pockets of habitat value, and any impacts can be mitigated through careful masterplanning and landscape design.

Potential Settlement Question G1

Potential New Settlement G1, land west of Knightcote, is located adjacent to the Strategic Road Network (SRN) and near to JLR Gaydon and SG13. If G1 is to be allocated, it would generate a significant demand for movement which should be considered in combination with SG13. The required supporting transport infrastructure should be provided to support G1 without adversely affecting the operations of JLR. They therefore request that they are involved in the scope and development of the Strategic Transport Assessment and have the opportunity to input as appropriate.

JLR appreciate the requirement in Paragraph 147 of the NPPF that all other reasonable options for meeting Council’s identified needs are examined before exceptional circumstances exist to justify changes to Green Belt boundaries. However, the circumstances in relation to Fen End are unique in that this is an existing operational site and JLR have a need to have flexibility to expand its operations on the site for future development needs, if required. JLR would be happy to provide further details as to its proposals and what built form it would require to make effective use of the Site.

JLR broadly support the proposals, and in particular the Spatial Growth Strategy Priority Areas.

Land at Honiley Road, Fen End is identified within Priority Area 1. This is welcomed and supported by JLR. Fen End is strategically important to the business, and is currently used for Vehicle testing, research and development and retailer network training.

In moving forward, JLR need to have more certainty around what it can and cannot do at Fen End from a planning policy perspective in order to inform its business decisions on where and when to invest.

JLR agree subject to the inclusion of land south and west of JLR Gaydon as an allocation within the Draft Plan.

JLR needs to retain the ability to expand its operations at Gaydon to respond to changing demands on the business. However, that expansion must be on land it controls and on land which is contiguous with its existing operations in order to maintain security and efficiency in how it operates. For that reason, HELAA sites 375 and 376 must be allocated to secure the efficient expansion of its operations at Gaydon over the lifetime of the Plan.

JLR would request the COA is extended to include land at Honiley Road, at Fen End. The site is important to JLR and therefore to the local economy, and this should be recognised within the Plan. The land is only just outside of the Area currently identified and would not look out of context or result in large areas being included for no reason. The A4177 may become a key transport corridor in the lifetime of the Plan with HS2 and the planned growth of Balsall Common to the north, and therefore economic investment and jobs here would be appropriate.
