Wates Developments support the vision and objectives of the SWLP, particularly Strategic Objective 4, which aims to enhance job opportunities in South Warwickshire's diverse economy. This aligns with the NPPF's emphasis on fostering conditions for business investment. We believe that allocating land for employment will create local jobs, especially with the planned growth of 54,700 homes. This will also reduce out-commuting. Wates Development supports Strategic Objective 3 to ensure suitable infrastructure. SG15 is a strong candidate for strategic growth and is straightforward to deliver as there are only three landowners. Allocating Coppington Farm as part of SG15 would help meet the vision and support the planned growth of University of Warwick Wellesbourne Innovation Campus. Additionally, we endorse objectives 5 and 6 and the overarching principle of achieving a "Climate Resilient and Net Zero South Warwickshire". Our proposed site would aim for BREEAM Excellent.

Wates Developments support the Spatial Growth Strategy set out in Chapter 4.1 of the Preferred Options document and consider that the “Sustainable Travel and Economy” option presents a suitable option for growth which prioritises access to sustainable travel options as well as access to key centres and employment areas. It is considered that the allocation of land at Coppington Farm, Wellesbourne (part of Strategic Growth Option SG15) for employment uses can support the spatial growth strategy by providing significant employment opportunities in close proximity to Wellesbourne, which will complement the planned expansion of the University of Wariwck Wellesbourne Innovation Campus to the west of the Site. As the SWLP preparation process continues, Wates Developments will continue to engage with the University of Warwick and other landowners within SG15 to explore opportunities to align the proposals further to deliver a comprehensive development.

Wates Developments support Draft Policy Direction 1, which identifies a non-strategic industrial need of 217ha in the SWLP area, mainly in Stratford-on-Avon district. The 32ha site at Coppington Farm, within Strategic Growth Option SG15, is well-suited for non-strategic employment development due to its proximity to the M40 and Wellesbourne. The development aligns with local economic strategies and is expected to enhance economic growth, diversify employment, and support sustainable infrastructure improvements. Overall, Coppington Farm is an ideal location for B-class employment development to support local need and continued growth. See Appendix 1 for more details.

Wates Developments support the inclusion of Strategic Growth Option SG15 in the SWLP, believing it is suitable for various uses. Wates Developments is promoting land at Coppington Farm, located centrally within SG15, for employment-led development to enhance the Innovation Campus. This development would create additional job opportunities in a Key Spatial Growth Priority Area. A Vision Document (Appendix 2) outlines potential employment development on the site. Wates Development believe that SG15 can sustainably expand Wellesbourne and facilitate vital infrastructure improvements. Engagement with the University of Warwick and landowners will continue during the SWLP preparation process.

We are providing comments on the HELAA results for site reference 736. The site scores poorly in flood risk due to 16% being in Flood Zone 2 or 3. Land within close proximity to Thelsford Brook should be removed from the Growth Option. Appendix 3 shows that all development can be located outside of areas at risk of flooding. Although the site has moderate visual sensitivity, it is not in a protected landscape area, and localised visibility can be managed. Connectivity to Wellesbourne is good, and employment development near the University of Warwick is feasible. 22% of the site is within Grade 1 or 2 Agricultural Land but the majority is Grade 3. The vast majority of the SWLP area is within Grades 1, 2 or 3, so the SWLP will likely need to release some 'best and most versatile' land.

We support the draft policy direction and consider that if any arising unmet needs are declared by any authority within the Coventry and Warwickshire HMA or Birmingham and Black Country HMA prior to the publication of the Regulation 19 Publication SWLP, then the Councils should allocate land to support meeting these needs. We consider that the changes to the standard method for housing need calculation will also give rise to increased employment land requirements for many of the authorities within these HMAs and therefore there is a potential that the list of authorities who are unable to meet their own employment needs could grow in the coming months.

The January 2025 Infrastructure Delivery Plan highlights that the “Sustainable Travel and Economy” strategy will enhance community facilities, promote active travel, and improve access to local employment. Comprehensive development in the SWLP area will generate the critical mass needed for essential infrastructure through developer contributions. Specifically, the Coppington Farm allocation would complement the University of Warwick’s Innovation Campus growth and improvements to infrastructure, including upgraded pedestrian and cycle access along the A429.

Wates Developments also endorse prioritising improvements to public transport and active travel measures within the COA, which could be achieved through infrastructure enhancements at the site.
