Planning for the right number of new homes is vital to the sustainable future of South Warwickshire. This is to meet the needs of all parts of the community, including key workers, older people, and those who cannot afford market housing.
The Trust believes that the Councils should accept the Standard Method as the minimum housing requirement; the Councils’ evidence demonstrates that this minimum figure is achievable, and any flexibility should be built on top of the Standard Method number. It is unlikely that a strategy which does not set the Standard Method as the minimum housing need figure will be found ‘sound.’
Paragraph 62 of the NPPF explains that:
“To determine the minimum number of homes needed, strategic policies should be informed by a local housing need assessment, conducted using the standard method in national planning practice guidance.”
The Trust would be open to a discussion with the Council about how to deliver sustainable growth in the long term, focusing on creating place and connected communities. The Trust believes that its land could have a strong role to play in this strategic vision.

The general spatial strategy of the SWLP appears sound. The strategy seeks to focus development in sequentially preferable locations, in terms of their access to services and facilities. The more sustainable settlements with close links between housing, jobs and services are likely to have the ability to support more growth. However, the Trust believe that it is essential that appropriate services and infrastructure are provided alongside new development.
The Trust supports the principle of Growth Strategy Priority Areas and finds the hierarchical approach as set out in the SWLP to be drafted from a reasonable basis. It is especially important that the Councils have aligned the hierarchy across the two districts.
The Trust notes that the Growth Strategy Priority Areas considers:
• The provision of employment, retail services, education facilities in the settlements.
• The proximity to other settlements which may offer different or a wider variety services and facilities.
• The availability and quality of public and active transport connections.
It is important for the continued sustainable growth of the communities in the districts, and the economy, that economic growth, remains a key part of the growth strategy.

Wellesbourne is a sustainable location for additional residential development, it has a primary school, it has a medical centre, pubs, a range of shops, and several community and sports facilities. It is accessible to a range of employment opportunities; in Wellesbourne there are a number of employers, but also Stratford-Upon-Avon and Leamington Spa are close by.
Wellesbourne is on the A429, has good access to the M40, and has sustainable travel options such as bus services to Stratford-Upon-Avon, Leamington Spa, Warwick and Coventry, amongst many others.
Wellesbourne is capable of supporting more residential development. The Trust is keen to see good growth at Wellesbourne, well-designed and supported by infrastructure and improvements to service provision (e.g. in increasing the local education capacity).
The Trust believes its land south of Wellesbourne has the potential in the long term, to deliver sustainable connected growth. The Trust broadly supports SG16. However, there is more available land than indicated in consultation. Attached to this letter we submit an extended ‘call for sites’ submission showing the land that is available in the Trust’s ownership. The Trust would welcome the opportunity to discuss the opportunity for development on its land with the Council.

The Trust suggests Land south of Wellesbourne has the potential to be allocated for development. It is available and suitable for development, achievable later in the plan period. The available land is set out at Annex 1 to this letter.
The Trust would like to see well-designed, integrated, development, with strong landscaping, and accessible open space. The development could deliver not only homes that are needed locally but also the services and facilities needed by the new and existing community.
The site is adjacent to the built form of Wellesbourne and not located within any environmental designations. Areas of flood risk would be outside of the developable area and part of open space and biodiversity management. The site is not in a mineral safeguarding area or a National Landscape. The site is not in a conservation area and listed buildings are some distance away. There are no TPOs but some individual and groups of trees that will be considered as well as hedgerows on field boundaries.
There is a locally-identified area of landscape quality which would be used to direct the layout and design of development. Proposals would be landscape-led, with quality green spaces, and landscaped edges. The site is accessible from the A429 and potentially also from the B4086. There is a bus stop north of the site. Public rights of way and cycle links are close by and there is a bus stop just north of the site. The surrounding roads have footpaths.
