Consultation in relation to Land adjoining Sheep Leys Farm, west of Campden Road and south of Milcote Road, Clifford Chambers, CV37 8LB (‘the Site’).
The Site has not previously been submitted to the Local Plan, but is the subject of a submission in response to the focused Call for Sites which is being undertaken alongside the Preferred Options consultation. In summary, the Site is considered suitable, available and achievable as an extension to Site E1, offering greater flexibility and scale as part of a masterplanned approach to any new settlement.
the Site would form a logical and sustainable extension to Site E1, relating well to the current identified boundary and offering additional capacity to support an increase in the scale of development and therefore the service and infrastructure offer across the new settlement. The representation below outlines the sustainability benefits offered by Site E1, and the reasons why Site E1, in combination with the Site, should be included as a New Settlement Location in the SWLP.

We agree with Draft Policy Direction 2’s intention to identify and consider the allocation of one or more new settlements.
Site E1, in combination with the Site, provides the opportunity to deliver upwards of 10,000 dwellings, which would make a substantial contribution towards the local housing needs for South Warwickshire over the plan period. This is recognised at paragraph 77 of the NPPF, which states that new homes can often best be achieved through planning for larger scale development, provided they are well located and designed, and supported by the necessary infrastructure and facilities. Site E1, in combination with the Site, would be of a scale that could provide services, amenities, and local employment opportunities. They would also enable sustainable and active transport connectivity to Stratford-upon-Avon, as well as access to internal sustainable, low carbon transport options to meet the 20-minute neighbourhood concept and align with SWLP’s “Sustainable Travel and Economy” Spatial Growth Strategy.
Alongside the allocation of Site E1 as a New Settlement Location, the SWLP should also allocate a range of smaller and medium sized sites in order to ensure there is a sufficient supply of a range of site types and sizes to meet market needs and ensure a supply of housing can be provided in the earlier stages of the plan period. This aligns with Paragraph 61 of the NPPF, which states that a variety of land should be brought forward for housing, i.e. sites of different scales, ranging from minor development through to new settlements.

We agree with Draft Policy Direction 2’s intention to identify and consider the allocation of one or more new settlements.
It should also be recognised that Site E1, with an extension to include the Site, would be sufficiently detached from existing settlements, such that it could act as a self-sustaining settlement without reliance on other existing settlements for jobs, community facilities or services.
In addition, the Site is in the ownership of a single landowner with the ability to bring the land forward as part of a comprehensive masterplanned approach working collaboratively with the owners of Site E1. The landowner is therefore willing to engage with potential promoters and other landowners with an interest in Site E1. Therefore, the extension of Site E1 to include the Site would not introduce more complexity in terms of land assembly, and would not hinder the deliverability of a new settlement at Site E1. On the contrary, the landowner of the Site is willing to work closely with other landowners and the Councils to ensure the sites could be brought forward as soon as required during the plan period. Taking into account the above, it is considered that Site E1 should be extended to include the Site and be included as a proposed New Settlement Location for upwards of 10,000 dwellings and related employment in the SWLP.

The Councils must comply with their legal duty to cooperate and assist in meeting unmet needs where possible, and this should be addressed prior to the SWLP reaching the Regulation 19 stage. In considering contributions to unmet needs, it should be recognised that Site E1, in combination with the Site, would provide a significant contribution towards meeting South Warwickshire’s own housing needs and unmet needs.
