The Coventry and Warwickshire ICB strongly supports the principle of an evidence-led sustainability strategy, rather than one driven solely by site options. The ICB expresses concern regarding the potential overwhelming impact of dispersed small-scale developments on primary care already operating at capacity. A fragmented approach could overwhelm existing PC sites and create challenges in securing adequate developer contributions for infrastructure expansion. The ICB recommends exploring strategies to cluster small-scale developments around existing settlements to achieve economies of scale and facilitate sustainable growth in the primary care infrastructure. The ICB welcomes the large scale new settlement approach recognising the settlement must be of sufficient scale to enable a viable Primary Care delivery site to be an option.
The ICB is pleased that the “Sustainable Travel and Economy" Spatial Growth Strategy is committed to ensuring the provision of infrastructure alongside housing and employment growth.

The ICB strongly endorses Draft Policy Direction 5 – Infrastructure Requirements and Delivery, emphasising the critical role of infrastructure delivery in supporting healthy communities. The ICB emphasises the importance of including primary care infrastructure in infrastructure planning and Section 106 / Community Infrastructure Levy funding mechanisms and is keen to work with the local planning authorities to ensure that the funding is adequate to deliver the required PC infrastructure.

particular affordable housing, student accommodation, older persons and specialist housing, Health and Care workforce is key to our future clinical and delivery model, recognising that these staff groups need access to housing that is affordable for those in lower paid jobs.

The ICB supports Section 6 on the basis that local planning policy needs to build a strong economic economy, recognising the health and wellbeing benefit this has for the local population. The ICB asks that as part of housing site selection the economic needs are considered as part of a ‘joined up’ site selection process.
The ICB is supportive of the retention and provision of shared spaces and community facilities, recognising their role in fostering community cohesion, offering opportunities for diverse groups of people to socialise, and access to healthcare information and services.

The ICB strongly supports the integration of greener policies into the Local Plan, recognising the critical role of the planning system in addressing climate change and promoting sustainable development. The ICB is working to the NHS Green Plan and infrastructure contributions need to incorporate the costs of implementing sustainable practices for both existing and new primary care delivery sites in order to ensure infrastructure can mitigate the challenges of climate change while delivering high-quality healthcare.

The ICB is supportive of draft Policy Direction-30- Health Impact Assessment for Major Development. The ICB is mindful that broader issues affecting population health and wellbeing, including air pollution/quality and the availability of green spaces, are priorities. Recognising this, the ICB would strongly endorse the direction, including the use of Health Impact Assessments. The ICB envisages closer proactive working with the District Councils to help inform and develop the future Health Impact Assessment and Supplementary Planning Documents that will be undertaken to ensure health considerations are integrated into the planning process.

The ICB supports the findings from the I&O consultation. Local health engagement findings align to the reported challenge of sustainable transport accessibility across South Warwickshire, particularly in its rural areas. The policy direction ‘Draft Policy 31’, which addresses this is welcomed.
