Sharba Homes broadly agrees with the principles and objectives set out within Chapter 3 of the SWLP.
This chapter also sets out the key strategic objectives that the Plan looks to follow
which will help the future growth of the region. Sharba Homes is largely in agreement
with the strategic objectives set out. Key to Sharba Homes interest at Oakley Wood
Road, Bishops Tachbrook is Strategic Objective 2.
Sharba Homes fully endorses this policy, recognising its importance in facilitating the effective delivery of housing throughout the communities in South Warwickshire. The demand for housing continues to rise, not only within this jurisdiction but also in adjacent authorities. Consequently, Sharba Homes requests that neighbouring authorities be acknowledged in this context as well.

It is vital that the SWLP part one is in line with the NPPF which sets out that exceptional circumstances must be permitted in order to allow for an alternative method in assessing local housing needs such as the HEDNA. It is clear that Draft Policy 1 fails to comply adequately in this regard and therefore Bloor Homes object to the policy as currently set out.
It should plan for a minimum of 2,188 dwellings per annum (equating to 54,700 dwellings over the duration of the plan), with an additional buffer included for flexibility.
The buffer should, at a minimum, include an additional 5%, equating to 110 dwellings annually or a total of 2,735 dwellings throughout the duration of the plan. However, both Councils retain the authority to consider planning for further development beyond this minimum threshold to promote economic growth initiatives, as long as there is supporting evidence for such an approach.

Specifically in respect of Sharba Homes interest at Oakley Wood Road, Bishops Tachbrook (HELAA Ref: 163), the findings of the HELAA are largely supported, but subject to correction of some notable factual errors that must be corrected.
Flood Risk - this should be assessed as green.
5.1.8 Natural Resources - i this should also be assessed as green.
5.1.9 Accessibility - Notwithstanding this, it is noted in the Sustainability Appraisal that any impact would be able to be mitigated against further ratifying its green rating
5.1.10 Heritage – The previous planning application identified no impact on any heritage asset or its setting and thus we assert that there are no possible grounds for such an alleged constraint and that this should also be ‘green’.
5.1.11 Viability / availability – There are absolutely no viability or availably matters pertaining to the site.
5.1.12 Overall suitability – a suite of technical information was also produced as part of the previous planning application (reference: W/16/2076). Whilst some of this information might require updating, it is nonetheless helpful to demonstrate the site's suitability and deliverability in planning terms.
5.1.13 A revised masterplan is included with this submission demonstrating how up to 160 new homes could be delivered in a high quality, well designed and landscape led setting.
5.1.14 Bishops Tachbrook is one of only three category one villages outside of the major conurbations that is not in greenbelt, and thus has strong credentials to take its fair share of future housing growth which should be substantial, and we believe that the Sharba Homes’ site is the next most logical and sustainable candidate for allocation / development in this village. Looking at the undeveloped land around the village, northwest and western expansions do have evidential heritage constraints, the north is a protected green gap from Leamington Spa, and land to the south has a significantly elevated prominence of the highest landscape impact around the village.Only the Sharba site southeast of Oakley Wood road avoids all of these constraints, with none of its own.

Strategic Growth Location SG10 Question

Sharba Homes fully supports the proposed policy area of SG10 Strategic Growth Location (Bishops Tachbrook Group). This location is highly sustainable and importantly is a non Green Belt location. Existing development in / around the area would indicate that given the proximity to Warwick / Leamington Spa – the Council also consider is to be sustainable.
Sharba Homes is actively advocating for land at Oakley Wood Road, Bishops Tachbrook as a key part of Strategic Growth Location 10, making it a viable and sustainable option for development.

The SWLP does not adequately address these issues, leading to a lack of justification for any requirement of biodiversity net gain that exceeds 10%.
As a result, Sharba Homes does not support the principle of this policy and emphasises that further justification is required for the implementation of this draft policy prior to the formal adoption of the SWLP.

Despite the site being under the control of a land promoter; a previous planning application having been submitted and the site having been promoted by Sharba Homes at every opportunity through the SWLP review, the HELAA continues to score the site as ‘amber’ for viability and ownership. The site is viable and is being actively promoted. PLEASE CAN THIS BE CORRECTED ONCE AND FOR ALL AND THE THREE POINT DEDUCTION REMOVED.
Secondly – the site receives a 2 point deduction for proximity to rural listed buildings. However the statutory test is one of impact NOT proximity. The previous planning application confirms absolutely no heritage impact will result from the development of this site. PLEASE CAN THIS BE CORRECTED AND THE TWO POINT DEDUCTION REMOVED.
