Do you agree with the approach laid out in Draft Policy Direction 2 - Potential New Settlements?

We note the assessment of the 12 new proposals for new settlement locations and we welcome the
acknowledgement that the infrastructure requirements will need to be factored in and we would
suggest that any extensions and new infrastructure is phased into the development at an early stage
to ensure issues are not created for existing infrastructure.
We would welcome in the acknowledgement and assessment of any potential new settlements that
these acknowledge any cross boundary relationships and impacts including any impacts on existing
infrastructure and the need the for extensions to existing infrastructure as well as the provision for
the creation of new infrastructure which is designed in order that it has the potential for further
expansion given the local plan period and the fact that infrastructure providers produce 5 year
business plans. We would like to be kept updated in relation to any new proposed settlements that
may impact Cherwell District.

We welcome the approach for small scale development within existing settlement boundaries. We
note that the South Warwickshire Local Plan will review whether a revised settlement hierarchy
classification is required to replace the current one. In terms of rural settlements we would ask that
the policy recognises the cross boundary relationship and ensures that any proposals consider the
capacity of the existing infrastructure and ensures that the appropriate level of infrastructure is
provided in consultation with our Council and existing communities and that there is the consideration
of existing Neighbourhood Plans in Cherwell that relate to these cross boundary areas.

DTC RESPONSE:
We note that in paragraph 4.4 and Draft Policy Direction 4 that South Warwickshire Local Plan
references that there may be a need to look at accommodate ‘unmet need’ from the Coventry and
Warwickshire Housing Market Area and the Greater Birmingham and Black Country Housing Market
Area. We would like to be kept up to date on these discussions and any future proposals through
our future Duty to Cooperate discussions and in relation to any proposals that are put forward that
may impact Cherwell District.
Cross Boundary
It maybe useful to include a diagram which shows the relationship to the adjacent local authorities
including Cherwell, Oxfordshire County Council etc which also visually highlights the above points
along with a section of text.

Strategic Growth Location SG13 Question

Development:
We would like to be kept updated in relation to any proposals for site allocations and residential,
employment, commercial, leisure and retail development at Gaydon, Lighthorne Heath and Bishop’s
Itchington and that would impact Cherwell including infrastructure and those that would impact the
M40. Any development proposed in these locations needs to consider the impact on Cherwell District
including on the local community and the local infrastructure If there are any proposed boundary
changes to these locations that are adjacent to Cherwell we would like to be consulted and kept up
to date.
Economy:
We would welcome the acknowledgement and inclusion of text recognising the economic links
between Cherwell, Warwick District and Stratford-on-Avon District in terms of employees,
contractors, employers and suppliers for example with Jaguar Land Rover (JLR) and Aston Martin

who are based at Gaydon and the other JLR locations within South Warwickshire and other key
employers such as Cherwell District Council.

1. Economy
We would welcome the acknowledgement and inclusion of text recognising the economic links
between Cherwell, Warwick District and Stratford-on-Avon District in terms of employees,
contractors, employers and suppliers for example with Jaguar Land Rover (JLR) and Aston Martin
who are based at Gaydon and the other JLR locations within South Warwickshire and other key
employers such as Cherwell District Council.
2. Retail, Leisure and Tourism
We would welcome the acknowledgement of the retail, leisure, tourism links between Cherwell,
Warwick District and Stratford-on-Avon District in terms employees, employers, suppliers, visitors
including to the towns of Banbury and Bicester and to Bicester Village and that nearby Cherwell
residents also use facilities within South Warwickshire.

Do you agree with the approach laid out in Draft Policy Direction-31- Sustainable Transport Accessibility?

Transport
We welcome the policies and emphasis on sustainable transport and improving air quality which in
turn improves health and well-being. We would welcome the acknowledgement and reference to the
important transportation links between Cherwell and South Warwickshire including the M40, other
keys routes and the sustainable transportation links for passengers including Banbury, Bicester and
Bicester North Railway Stations and other public transport links. We also welcome the increased use
of sustainable transport and the provision of more train services and increased frequency on these
existing lines and to and from these train stations and bus routes.
We would welcome reference in relation to transportation links between Cherwell and South
Warwickshire in relation to road and rail freight and the supply networks. Further details can be found
within the Cherwell Local Plan (2042) and within the various Oxfordshire County Council (OCC)
Local Transport and Connectivity Plan and (OCC) related strategies.

DTC RESPONSE:
Health and Schools
We would welcome a reference in relation to the fact that some health facilities including hospitals
and their A & E Departments (e.g. Horton Hospital and Warwick Hospital) and schools serve cross
boundary areas which are managed by different organisations and that there is cohesive
engagement between the relevant organisations in relation to the capacity of existing infrastructure,
the potential for extensions and the planning of new infrastructure in appropriate locations.
Infrastructure
When engaging in the planning for future infrastructure and the ongoing production of your
Infrastructure Delivery Plan we would request for consideration in relation to any infrastructure that
serves cross boundary areas and that has a wide catchment, that there is a need to consider the
cross boundary relationship with Cherwell District and the capacity of the existing infrastructure in
relation to any committed, allocated and proposed developments.
We would suggest in section 4.5 that the text places an emphasis on delivery infrastructure at an
early stage so as not to negatively impact existing infrastructure and also a reference is included
related to cross boundary infrastructure and infrastructure that has a larger scale catchment e.g.
health facilities, schools etc.
Community Infrastructure Levy
We note that the Council’s will continue to use the Community Infrastructure Levy within each
district to secure contributions towards infrastructure.

Airports / Economy
In relation to airports, we would welcome acknowledgement and text reference to Oxford Airport
(formerly known as Kidlington Airport) which is a primary regional and business aviation airport and
which is the nearby commercial airport which is less than one hour from Warwick District and
Stratford on Avon District. This airport has both aeroplane and helicopter services for passenger,
cargo, tourist and pet travel. It also has a London shuttle service and it provides pilot training
services. This airport assists the local and regional economy including local and regional businesses
and well as providing employment opportunities. Given the proposals at Baginton, the reference to
this nearby facility of Oxford Airport which is located at Kidlington.

We note the section seeking to address climate change and to move towards achieving net zero
carbon within South Warwickshire. We note the priority for the creation of a green and clean
environment and for the an emphasis towards wellbeing and your approach to meeting your
climate change objectives.
