Bloor Homes broadly agrees with the principles and objectives set out within Chapter 3 of the SWLP.
This chapter also sets out the key strategic objectives that the Plan looks to follow which will help the future growth of the region. Bloor Homes is largely in agreement with the strategic objectives set out. Key to Bloor Homes interest at the Land South of Westwood Heath Road is Strategic Objective 2 which outlines the following:
“Strategic Objective 2: Delivering homes that meet the needs of all our communities (related to overarching principle - A well designed and beautiful South Warwickshire) Meeting South Warwickshire’s current and future housing need. Allowing growth in new homes that meet the diverse needs of our residents, including affordable, student, specialist and self and custom build housing along with the accommodation needs of our gypsy and traveller and travelling show people communities.”
Bloor Homes fully endorses this policy, recognising its importance in facilitating the effective delivery of housing throughout the communities in South Warwickshire. The demand for housing continues to rise, not only within this jurisdiction but also in adjacent authorities. Consequently, Bloor Homes requests that neighbouring authorities be acknowledged in this context as well.

It is vital that the SWLP part one is in line with the NPPF which sets out that exceptional circumstances must be permitted in order to allow for an alternative method in assessing local housing needs such as the HEDNA. It is clear that Draft Policy 1 fails to comply adequately in this regard and therefore Bloor Homes object to the policy as currently set out.
It should plan for a minimum of 2,188 dwellings per annum (equating to 54,700 dwellings over the duration of the plan), with an additional buffer included for flexibility.
The buffer should, at a minimum, include an additional 5%, equating to 110 dwellings annually or a total of 2,735 dwellings throughout the duration of the plan. However, both Councils retain the authority to consider planning for further development beyond this minimum threshold to promote economic growth initiatives, as long as there is supporting evidence for such an approach.

Land South of Westwood Heath Road (HELAA Ref: 764), the findings of the HELAA are largely supported. It should be noted that the results in the HEELA only cover part of the site and not its entirety and thus we request that the entire site be assessed particularly when it lies within a parcel of safeguarded land. Bloor Homes disagrees with the findings presented in the HEELA, asserting that the site is highly accessible and situated in a predominantly residential area that is experiencing significant growth. The necessity for more housing clearly surpasses these unfounded concerns, and the site's accessibility, along with its closeness to essential amenities and services, underscores its suitability for residential development throughout the planning period.

The demand for new homes continues to rise, and Bloor Homes asserts that addressing this need should be a primary consideration in the South Warwickshire Local Plan (SWLP) and its growth objectives throughout the planning period. The site located South of Westwood Heath Road offers a significant development opportunity to contribute to the housing requirements of South Warwickshire and surrounding communities.

At present, the SWLP does not adequately address these issues, leading to a lack of justification for any requirement of biodiversity net gain that exceeds 10%.
As a result, Bloor Homes does not support the principle of this policy and emphasises that further justification is required for the implementation of this draft policy prior to the formal adoption of the SWLP.
