Support the approach of the majority of new development being directed to the urban areas. Support the approach of focussing major retail, commercial and cultural developments within and adjoining Leamington Spa town centre as part of a sequential approach to selecting sites to meet development needs. Support developments generally being directed towards the south of the urban area to minimise journeys through the historic town centres.
With growth in town centres rightly being constrained due to the legacy of fine historic buildings and places, suitable adjoining sites to accommodate the growth of Leamington town centre should be identified.

We agree that Leamington Spa should be the focus for growth. However, opportunities will be constrained and therefore selective expansion should be brought forward.
The Core Strategy should recognise Leamington Spa town centre is underperforming, slipping down the sub-regional hierarchy and will continue to do so without major investment.
It should also recognise the need for a stronger foodstore anchor within or on the edge of the town centre.
It should also encourage the town to maximise its potential by seeking modern new retail attractions, particularly larger convenience and bulky comparison retail formats.

Support the preferred hierarchy. Agree that changing the hierarchy is not an option to consider. Support the role of Leamington Spa as the only strategic centre in the District and the focus for major growth.
Possible directions for expansion of the strategic centre or criteria for the identification of sites into which the town centre boundary can grow should be identified.
We do not consider Chandos Street to be a suitable allocaiton for a strategic site for development.

Support. Helping deprived areas through regeneration is supported. The Core Strategy should recognise the role of retail employment in delivering regeneration benefits and contributing to the overall employment and economic activity in the District.
The redevelopment of the Ford Foundry and wider arc of opportunity to the south of the railway line points to maximising the value of regeneration. These have the potential to provide sustainable linkages so as to address relative deprivation in Brunswick and Kingsway wards.
We agree with setting out a strategic policy framework of helping disadvantaged areas with more detailed work being carried out locally.
