Both the Vision and the Objectives maintain that cultural facilities belong only within the tourist sector. Cultural facilities provide a wide range of activities from arts centres to libraries, museums and cinemas and are not provided just for tourist use. We request cultural facilities to be aligned with community facilities that also provide services to your residents.

As well as shops town centres should provide range of realistic functions for leisure, recreation and cultural activities centred on restaurants, pubs, clubs, theatres, cinemas, libraries and museums. These elements play an active role in creating/maintaining vibrant town centres and contributing to stimulating night-time economy.
Use of word 'leisure' to describe functions of town centre is inadequate and document should address all elements of town centre uses as listed in PPS6. For clearer description of town centre uses, suggest - to provide a mix of uses for the retail, social, educational, spiritual, leisure and cultural needs of the community.

Object to inclusion of cultural facilities within this topic as it excludes cultural facilities from other strategic areas of Core Strategy. Cultural facilities include libraries, art galleries, cinemas and theatres which are utilised by residents.
Policy to promote tourist facilities and growth of tourist industry can support inclusion of theatre use and a concentration of cultural facilities and activities can act as magnet for visitors and provide a significant boost to local economy. However, cultural facilities should not be confined to one topic but should be included in matters concerning community facilities.

Do you think the Council should adopt the Community Infrastructure Levy approach to securing developer contributions?

Suggest include present developer contributions arrangements that will be detailed within Planning Obligations SPD which can then be updated following a separate public consultation process when the content of the new CIL Regulations are known.
