The Core Strategy should tell the story of a place - where it is, where it is going, and how it will get there. It should clearly identify the priority issues that it is seeking to address. these issues should then inform the vision which should set out how the District will look and operate by 2026. The objectives should set out how the outcomes outlined in the vision will be achieved. Further work on the vision and objectives is required to make it more distinctive to Warwick District and, where possible, place-based.

The preferred options lack evidence of a spatial approach being taken.
There should be a clear audit trail setting out how the preferred strategy was arrived at.
Clear diagrams are essential to visually express what the Core Strategy is seeking to achieve and to communicate the strategy to a wider audience. A key diagram must be included to identify the key spatial characteristics of the District and its relationship to neighbouring authorities and the region.
Policies should be delivery and outcome focussed, setting out how they will drive development and the outcomes identified in the vision rather than being enabling and supporting. Only a limited number of policies should be included in the Core Strategy that expand upon national and regional policy rather than duplicate it.

The strategy should have regard to the Warwickshire Sustainable Community Strategy and in particular its key issue of narrowing the gap between different neighbourhoods. Reference could be made to tageted geographic priorities for addressing deprivation in Brunswick, Crown and West Warwick and the key partners involved.

Notwithstanding uncertainties over the emerging RSS Review, the Core Strategy should explain the amount of additional growth it could deal with to demonstrate that the strategy is flexible to deal with changing circumstances over the long term. In any event the proposed strategy should incorporate an element of contingencyplanning should the sites proposed not come forward as expected.

Reference should be made to a housing trajectory to illustrate the expected rate of delivery over this period.
A considerable proportion of supply is relying on windfalls. PPS3 makes clear that windfalls cannot be included within the first 10 years of supply unless evidence of local circumstances which prevent specific site being identified is provided. The approach to managing the release of land over the longer term and how land will be brought forward into the deliverable 5-year supply should also be set out.
Although there is an element of uncertainty about the provision of land to meet the needs of Coventry, by publication stage the Core Strategy must allow for the situation where it can meet the needs of Coventry if required.

The Infrastructure Delivery Plan should be part of a wider implementation plan setting out how different components of the strategy can be delivered, by which organisation and when. In terms of infrastructure, it is important that the necessary commitment to delivery from the relevant organisation is obtained and the evidence of this is provided.
