The Strategic Objective in relation to 'maintaining a strong and growing economy' is not sufficient and does not fully reflect the Goverment's intent that the planning system should support economic recovery. It should be reworded as follows: 'To maintain a strong and growing economy through ensuring a range of suitable sites for uses that generate employment uses are available to be developed to meet future demands for jobs. (For the purposes of meeting this objective uses generating employment are not restricted to Class B1/B2/B8 uses).

It is recommended that the preferred option be amended to introduce the following new bullet point
- To support Class C2 uses that generate employment opportunities as part of a mixed use with offices/hi-technology
