In paragraph 9.8 it states that it is not possible within the Core Strategy to identify, or plan for, what the local need should be in terms of new development within each of the villages.

Whilst we acknowledge that the District Council needs to work closely with Parish Councils, this should not be at the expense of the requirements set out in PPS7.

As each village has different characteristics, the CS should identify which villages can in principle meet certain important criteria, which needs to be specified in order to provide clear guidance to parish councils.

Do you support or object to the preferred option for Rural Communities, particularly in respect of rural housing?

We support the Council's Preferred Option, as set out in Paragraph 9.14, which supports both market and affordable housing to meet local needs in all of its villages/hamlets. We support the recognition that the scale of need would not be limited by the Core Strategy but must be related to local needs and demonstrate it can strengthen the viability of rural services in order to reduce the need to travel. However, we would suggest that the Core Strategy could provide some guidance on which locations are likely to be preferable if they, for example, have high quality public transport links.

Whilst we understand the Council's reasoning for only including housing sites that are urban or edge of urban, leaving housing development in the rural areas to be limited to meeting local needs, we are concerned with the somewhat sweeping approach to the issue of supporting local village services, suggesting that the scale of housing that may be needed to ensure viable village services may be significant and would probably conflict with wider transport and sustainability objectives in relation to reducing the need to travel. It is not the case that all rural locations are unsustainable.

We support the Council's preferred option on housing mix (para 10.31), however we are concerned about the robustness of the Council's preferred option on affordability of new housing in the absence of viability testing.

We support the Council's preferred option on the location of new housing (paragraph 10.22), on the assumption that there is clarity on the DPD in which smaller sites can be brought forward.
