2. Our Vision for the District

ID sylw: 47939

Derbyniwyd: 03/08/2012

Ymatebydd: CPRE WARWICKSHIRE

Crynodeb o'r Gynrychiolaeth:

Key aim is to promote growth, based on growth increasing future prosperity (government thinking). Fails to recognise character of district and limits to development and expansion of towns if they are to retain quality of environment.
Council belief that increased development will increase income and lead to improved services. Even if this were the case, not a justification for development which would change character and undermine quality environment.
Unlikely to have financial benefit because of cost of additional services.
Should be better, sustainable balance.
Concerned that earlier consultation results have been ignored.

Ymatebydd: CPRE WARWICKSHIRE

Crynodeb o'r Gynrychiolaeth:

Term 'sustainable' is used about 120 times in Preferred Options report, but is mostly in relation to economic aspects of sustainability.
Do not believe that large-scale destruction of open countryside is
sustainable development - it is unsustainable. Once lost it will never become available for future generations.
Acknowledge that a few mentions of sustainability in the proposal do relate to the social aspects such as providing sufficient of the right kinds of housing and facilities.

5. Preferred Level of Growth

Derbyniwyd: 03/08/2012

Ymatebydd: CPRE WARWICKSHIRE

Crynodeb o'r Gynrychiolaeth:

strongly opposed to the proposed level of housebuilding advocated in the Preferred Options.

Justification is weak, for following reasons:
Projections are arbitary and overstated and notoriously unreliable.
House building rated have been very low and likely to pick up slowly.
SHLAA doesn't lead clearly to level of population, household or employment growth.
Mistaken belief that development will boost economic growth.
In adequate work in translating population growth into household growth.
Major concerns about population projections. Questions over assumptions made.
ONS says projections are not forecasts and should not be taken literally.
Ignored public view on growth from previous consultation.

The Location of New Housing

ID sylw: 47945

Derbyniwyd: 03/08/2012

Ymatebydd: CPRE WARWICKSHIRE

Crynodeb o'r Gynrychiolaeth:

Number of new housing locations proposed would be harmful.
NPPF states favours protection of landscapes, fauna/flora, public footpaths and Scenic Views.
Research would identify valued landscapes.
NPPF states LPAs should take into account economic and other benefits of the best and most versatile agricultural land and seek to use areas of poorer quality land.
Use of green land will require destruction of habitats and recreational land.
Area of district not in Green Belt has generally scope for some development.
Pipelines to the south-east do not appear to be a significant constraint.
Scope for more housing at Hatton Park.

16. Green Belt

ID sylw: 47946

Derbyniwyd: 03/08/2012

Ymatebydd: CPRE WARWICKSHIRE

Crynodeb o'r Gynrychiolaeth:

NPPF attaches great importance to Green Belts in preventing urban sprawl.
Green belt north of Leamington fulfills four of five purposes.
NPPF states green belt boundaries should only be altered in exceptional circumstances. Spreading the pain is not such a circumstance.
NPPF states sustainable development should be channelled towards urban areas, towns and villages.
Conflict with Localism agenda.
Inappropriate develpment is harmful to green belt and not be approved.
Special circumstances should outweigh harm.
Taking land out of green belt for housing is opposite of sustainable development policy.

ID sylw: 47948

Derbyniwyd: 03/08/2012

Ymatebydd: CPRE WARWICKSHIRE

Crynodeb o'r Gynrychiolaeth:

Support low-carbon economy; but has long timescale.PO will not enable this.
Substantial development in countryside would increase need to travel by private car. PO recognise importance of need to reduce travel but does not apply principle consistently.
Support concentrating growth within urban areas.
Concerned about development in villages/rural areas.
Recognise need to provide land for employment to meetlocal needs but concerned about principle of providing land to "encourage the creation of jobs".
Essential to keep employment balanced with housing.
Object to over-allocation of housing to support Gateway.
Agree with urban-brownfield-first priority and locating employment with housing.
Duty to cooperate over such issues.
Sufficient employment land supply without greenbelt allocation.
