Certain criteria listed should not be applied in the form proposed. See details.
Some of these criteria for suitability are unrealistic and would constrain the choice of sites too much.
(1) Access to public transport, school, surgery - gypsies and travellers are greater users of private motor vehicles than the general population, and would use cars or vans to access services. So 'convenient access' is not necessary.
(2) Flood risk areas - gypsies use mobile homes and caravans and are much more able to move quickly in case of flooding than normal householders. So area which might flood once in 50 years should not be excluded.
(3) Areas where there is noise and disturbance - gypsy sites are commonly alongside main roads or are subject to traffic noise. Any new site found which is acceptable on landscape grounds may be adjacent to a main road. These sites should not be excluded.
Criteria should therefore not restrict choice of sites for above reasons.

Location GT02, at the Fosse Way / AS425 crossroads, would be wholly unacceptable as a gypsy site. It is a wide open landscape and visible to many who use these two routes devery day. It would harm the open countryside and has not positive merits.

GT05 Land at Tachbrook Hill Farm

This land is open countryside which is visible for local roads and is close to Bishops Tachbrook. It is not suitable for a gypsy site.

GT07 Land at Stoneleigh Road

This is Green Belt land south of Baginton. The area is already threatened by Coventry Gateway. Any development here would add to the encirclement of Baginton which is a village that only survives as a separate community so close to Coventry by virtue of the Green Belt.

GT08 Depot to the west side of Cubbington Hill Farm

This is an isolated depot site in open countryside. That it has an element of 'brownfield' does not make it suitable for re-use by a gypsy site. If the present use ceases another employment use without greater footprint or height of buildings should be considered.

GT09 Land to the north east of M40

This is open countryside already under pressure, from the motorway, the unauthorised large building at Grays Mallory (Spinney Farm), and the past park & ride proposal ('SPARK') which features in the 2007 Local Plan. It is part of the still rural approach to the town of Warwick along Banbury Road. Not suitable for a gypsy site.

GT11 Land at Budbrooke Lodge, Racecourse and Hampton Road

This location is part of Warwick Racecourse, and forms a green wedge into Warwick. To the south of Hampton Road and north of the railway Warwick reaches the A46 Bypass but here it does not. Development of this wedge, by a gypsy site or any other development, would undermine the character of the setting of Warwick.

The landscape west of Barford is the flood plain of the River Avon which makes a large meander to the west. The Westham area is open pasture landscape and no development west of the Barford Bypass is likely to be permitted. A gypsy site would seriously harm this rural landscape.

The Kite's Nest Lane site at Beausale is still occupied by gyspies despite permission having been refused for a gypsy site here. It is wholly unsuitable as a site for a range of reasons given in refusal notices and appeal decision. It should be removed from the lost of potential locations.
