Gypsy and Traveller Site Options

2. Background

ID sylw: 55792

Asiant : AMEC

Crynodeb o'r Gynrychiolaeth:

Delay between preparation of 2012 Assessment and Local Plan adoption means a further assessment to inform pitch provision for the latter part of the plan period may be necessary.

As most recent assessment was only for Warwick District it might not fully take into account provision in surrounding districts which may influence level of need in Warwick District.

Concerns that some sites are neither deliverable and/or developable.

Crynodeb o'r Gynrychiolaeth:

Site selection/suitability criteria acceptable but should include well-being of travellers in relation to noise and air quality and good access to welfare and employment.

Reference to guidance on site design and facility provision is welcomed.

Presumption in favour of sustainable development should be key consideration in selecting suitable sites.

Not clear if LPA has considered regulating existing unauthorised sites.

Should consider suitability of former/surplus employment sites.

8. Identification of Potential Sites

Asiant : AMEC

Crynodeb o'r Gynrychiolaeth:

Selection of sites has been inconsistent with no clear methodology. Not clear if 'Call for Sites' was a formal process or what (if any) sieving process went on to discount sites that were unsuitable against the site selection criteria in terms of sustainability, impact on environment, other designations. Undertaking this process would narrow down the number of sites and ensure the list included only sites which sustainable and in close proximity to facilities.

GT11 Land at Budbrooke Lodge, Racecourse and Hampton Road

ID sylw: 57491

Derbyniwyd: 25/07/2013

Ymatebydd: Warwick Apprenticing Charities

Asiant : AMEC

Crynodeb o'r Gynrychiolaeth:

Site is inappropriate due to noise and health/pollution issues from adjacent A46 and part of site is at risk from flooding. Neither of these issues can be overcome through mitigation measures to make the site viable as a gypsy and traveller site.

Site is important to the structure and character of Warwick and although there is some screening, development could harm the character of the area. The key is to ensure a high quality development.

Proximity to racecourse will influence the quality and nature of any development. Likely to be more appropriate for a high quality development here than a site for gypsy accommodation.

CPO powers would be necessary which present significant financial and time considerations.

Sustainability Appraisal of Local Plan identified 4 minor negative scores for the site.

More suitable sites should be taken forward and allocated.

GT17 Service area west of A46 Old Budbrooke Way

ID sylw: 57492

Derbyniwyd: 25/07/2013

Ymatebydd: Warwick Apprenticing Charities

Asiant : AMEC

Crynodeb o'r Gynrychiolaeth:

Note that site is on northbound carriageway and not southbound as stated in table 10.1

No convenient access to GP surgeries, schools or public transport. Nearest facilities are in Hampton Magna over 2.5km away but no safe pedestrian/cycle links or public transport to village.

Distance from Hampton Magna will not help promote the peaceful and integrated co-existence with the local community.

Noise and potential health/pollution issues from adjacent A46. Also proximity to busy main road is a risk to children from the development and so contrary to national design guidance for such sites.

Site would be isolated development and would harm the character of the area.

Site is in the Green Belt but there are no very special circumstances that justify developing this site.

Unsustainable given distance from local facilities and so will not reduce the need to travel. Being on a dual carriageway may increase journey lengths unless access is allowed to both carriageways from the site.

Site may impact in service station and have a negative economic impact.

In accordance with national design policy if site not appropriate for residential development it should not be considered for gypsy and traveller use.

Sustainability Appraisal of Local Plan identified 3 major and 2 minor negative scores for the site.

More suitable sites should be taken forward and allocated.
